Role Overview
Leo Lynch is seeking a highly experienced Senior Quantity Surveyor / Commercial Manager.
The successful candidate will have a mechanical bias, strong experience working on semiconductor or high-technology construction projects, and the ability to lead commercial teams from pre-construction through to final account.
This is a senior team member role responsible for ensuring commercial performance, cost control, and contract compliance on mechanical projects.
Key Responsibilities
Commercial & Contract Management
Lead and manage all commercial functions across major mechanical and process projects.
Ensure compliance with contract terms (NEC, FIDIC, or equivalent) and company procedures.
Oversee procurement strategies, subcontractor engagement, and contract administration.
Prepare, submit, and negotiate variations, claims, and final accounts.
Identify and manage commercial risks and opportunities throughout the project lifecycle.
Measurement & Valuation
Carry out detailed measurement and quantification of mechanical works directly from drawings, models, and site inspections.
Prepare Bills of Quantities (BoQ), cost schedules, and rate build-ups.
Develop, analyse, and agree project rates and star rates with clients and subcontractors.
Maintain accurate measurement records for all works to support interim valuations and variations.
Cost Control & Reporting
Produce and update detailed cost forecasts, cash flow projections, and financial reports.
Track and report project cost performance, value of work done, and profitability.
Support project teams with cost data for decision-making and risk mitigation.
Prepare, submit, and agree monthly interim payment applications in accordance with contract terms.
Assess and certify subcontractor payment applications, ensuring compliance and value accuracy.
Manage project change control processes and ensure timely commercial communication with stakeholders.
Lead and mentor project QS and commercial team members.
Work closely with engineering, planning, and project management teams to ensure alignment between technical and commercial objectives.
Build strong relationships with clients, suppliers, and subcontractors to ensure transparent and efficient project delivery.
Qualifications & Experience
BSc in Quantity Surveying, Construction Economics, or equivalent degree (essential).
Professional accreditation (MRICS, SCSI, or equivalent) desirable.
Minimum 10 years' experience in mechanical quantity surveying and commercial management.
Proven track record on semiconductor, cleanroom, or high-tech industrial projects.
Strong mechanical services background with ability to interpret technical drawings and specifications.
Expertise in measurement, rate development, valuations, and cost reporting.
Excellent analytical, negotiation, and communication skills.
Proficiency in cost management software and Microsoft Office suite.
