Job Overview
We are seeking an experienced leader to manage and lead a team responsible for effective outsourcing management, control, and monitoring processes in Ireland.
Key Responsibilities
* Manage and develop the Ireland outsourcing governance team to deliver effective outsourcing management, control, and monitoring processes.
* Ensure continuous update of the Ireland outsourcing governance framework to meet regulatory demands.
* Chair monthly Outsourcing Forum meetings to ensure effective challenge and discussion of all materials, and record clear and concise minutes.
* Report on outsourcing matters to relevant legal entities, including Boards, Location Operational Risk and Control Committee, and Local Management Committee.
* Buil relationships through timely delivery of commitments and effective communication with stakeholders across the 1st, 2nd, and 3rd line of defence.
* Engage with regulators and industry associations on outsourcing matters, advocating for simplification, regulatory clarity, and regulatory alignment on outsourcing and third-party management processes.
* Collaborate with internal and external auditors and clients on outsourcing matters.
* Develop a clear strategy for the Ireland outsourcing function and roadmap for implementation.
* Ensure robust controls in maintaining full documentation of outsourced activities.
* Maintain an inventory of internal and external outsourcing arrangements to regulatory standards.
* Escalate risks to senior management and relevant risk forums in a timely manner.
* Collaborate with partners in UK, EEA, and other locations to drive synergies in processes and framework.
* Present a clear view of Ireland systemic requirements to the firm-wide CTPO organisation.
Requirements
* Strong leadership skills to manage and develop the Ireland outsourcing governance team.
* Expertise in Ireland's regulatory framework for outsourcing and third-party management, including Central Bank of Ireland (Investment Firms) Regulations 2023, Central Bank Cross-Industry Outsourcing Guidance, Digital Operational Resiliency Act (DORA), and European Banking Authority guidelines on outsourcing.
* Ability to chair effectively monthly Ireland Outsourcing Forum meetings to deliver constructive challenge and discussion of agenda items.
* Experience in managing stakeholders, internally and externally, in relationship building.
* Prior experience delivering cross-location projects.
* Ability to support regulatory-related projects and firmwide objectives.
* Excellent interpersonal skills to engage and influence across various levels.
* Ability to build and maintain an effective relationship on outsourcing matters with heads of Ireland legal entities and externally with regulators and industry associations.
* Ability to take ownership, work independently, and manage multiple tasks in a fast-paced environment.
* Action-oriented approach to deliver results within time limits.
