Our client is a leading Infrastructure Operations & Maintenance operator working on Dublin Motorway networks.
The Highway Infrastructure O&M Managerwill support the General Manager and will ensure the smooth, lawful and efficient running of the operation & maintenance depot in liaison with managers as appropriate.
Working in unison with them to manage the daily operation of the roads depot, including the direct line management of staff locally and maintenance of all standards and controls.
Role
To manage the Company's O&M plans and supervise their optimal compliance by coordinating the technical operating teams.
To ensure the technical quality of the operating activities and an excellent service to the user of the infrastructure.
Collaborate together with the General Manager in the Strategic Planning of the company.
Design the Plans of Action to achieve the targets emanating form the Strategic decisions coming from Shareholders
Supervise compliance with the technical parameters defined in the Concession Contract, the Construction Contract and the O&M requirements of a Company in the Operating Phase.
Maintain the relationship with the technical teams of the Grantor, Authority and Local Authorities.
Maintain the relationship with other local administrations and 3rd related to the management of the project.
Update the Operating Plan according to the Concession Agreement, the applicable legislation and the guidelines defined by the Corporate Operations Department.
Manage the operating budget including its services (operation, major and minor maintenance, conservation, winter maintenance, emergency response, etc).
Supervise and develop ordinary, preventive and corrective maintenance, including the identification of future needs for reinvestment in the infrastructure or aspects related to its durability and/or
sustainability. Coordination together with the Management and Corporate Departments in the analysis of the modifications of the Concession, Construction and Operation Contracts.
Resolution of incidents according to the conditions of the contract, and coordinate the teams involved.
Manage operating personnel, including support for selection and training processes.
Be the interlocutor with emergency, relief and security services. Carry out comprehensive emergency management.
Collaborate with the General Manager in complying with the contractual requirements for public information and customer service.
Prepare the report for the Authority, Local Authorities and the Board of Directors on the progress of the company in the technical aspects and that requested by the Corporate Operations
Department. Be responsible for the maintenance and development of the Concession's operating systems.
Collaborate and support the General Manager in the commercial management of the different contracts.
Manage purchases in the all the technical fields (tendering, contractor selection, monitoring and validation of invoicing).
Define the procedures in technical or operational areas, necessary for the development of the activity in the Company.
Managing all the occupational health and safety protocols. Be responsible for the H&S in the Company.
Perform their role in the Support and Evaluation Team included in the Governance Framework and collaborate in the global and specific functions set out in the Governance Framework.
To promote the application of the Company, shareholders and lenders systems, procedures and policies in the Company.
Other functions necessary for the Area identified by their hierarchical superior.
Requirements
Civil Engineer or similar (it needs to be recognized/accepted by Grantor)
Languages English (Advanced Level). Minimum TOEIC result: > 800
Experience in operations of the same type of infrastructure (> 5 years)
Experience in dealing with Public Authorities(> 5 years)
Experience in managing teams and subcontractors
