Head of Asset Strategy (Open to all localities)

Contract: Permanent / Full-time – 37 hours per week

Reports to: Director of Property Services

Location: This position is open to all localities with office attendance required in one of our offices in Cork, Dublin, Dundalk or Galway.


Overview

The Head of Asset Strategy leads the strategic and operational delivery of asset management within Property Services, focusing on customer service, compliance, financial management, and collaboration across functions. This role ensures the effective maintenance and optimization of the property portfolio while adhering to all statutory, regulatory and health and safety standards.

This role ensures the effective maintenance and optimization of the property portfolio while adhering to all statutory, regulatory and health and safety standards.


Responsibilities

* Deliver the strategic priorities and plans relating to Asset Management within Property Services, ensuring good quality customer services through delivering a range of comprehensive services to meet identified needs and aspirations, and ensuring financial viability.
* Provide vision, leadership and management in delivering customer‑focused, efficient and effective Asset Management services.
* Lead on the delivery of Tuath Housing Association’s asset management strategy, maximising the return on investment of our property portfolio.
* Ensure compliance with all statutory, contractual, and property‑related Health and Safety legislation.
* Manage annual budgets in collaboration with Finance to avoid unnecessary overspend or underspend at year end.
* Collaborate with colleagues to deliver seamless services across housing, asset and property management functions.
* Promote effective communications, excellence in customer service and continuous service improvement in all aspects of the organisation’s work.
* Represent the organisation externally; develop key partnerships with stakeholders to ensure effective coordination, service delivery and growth opportunities.
* Lead from the front, working at both strategic and operational levels in partnership with the Director of Property Services and Head of Property Services.


Technical Knowledge

* Technical knowledge relating to building construction methods and materials, building standards and defects, schedule of rates, building design and services.
* A good working knowledge of relevant statutory frameworks applying to residential properties.
* Provide advice and guidance on building maintenance and property services to colleagues.
* Communicate technical matters effectively to a non-technical audience.


Asset Management

* Develop the directorate’s asset management strategy with the Director of Property Services and monitor progress against KPI’s and milestones.
* Take a strategic approach to future housing investment, financial and viability appraisals for new schemes, and developing plans for properties with poor financial, environmental and/or market performance.
* Maintain up-to-date data on stock condition and property values to inform investment and asset optimisation decisions and the association’s repairs and maintenance function.
* Ensure a continuous process of updating stock condition data is used to devise planned maintenance schedules.
* Prepare budgets for annual planned and cyclical maintenance investment programmes.
* Oversee Asset Management software to ensure data on assets and components is accurate and up to date and can generate LCC reports to support business decisions.


Procurement and Contract Management

* Develop, implement and monitor client-side management arrangements including contracts/SLA’s with external contractors to deliver high quality, Value for Money services.
* Ensure procurement and delivery of planned and cyclical maintenance services and programmes, achieving or exceeding KPIs and financial targets to provide value for money and meet customer needs.
* Demonstrate financial awareness and ensure budgetary control and efficiencies, always ensuring Value for Money.
* Communicate relevant business and performance data to the department, customers and stakeholders as appropriate.
* Liaise with architects, surveyors, employer’s agents and others to deliver planned and cyclical programmes where external services are engaged.
* Develop viable and sustainable contractor supply chains to maximise interest in procurement competitions for planned and cyclical works contracts.


Compliance

* Ensure the association complies with all property related Health and Safety legislation and regulations, including Damp and Mould, Asbestos, Gas, Electrical, Fire and Water / Legionella safety.
* Ensure policies, procedures and processes are fit for purpose and kept up to date with changes in law or regulation.
* Maintain up-to-date knowledge on policy at national and local levels and inform Tuath Housing Association of relevant changes; develop or enhance policies and procedures accordingly.
