Role Requirements


Role Requirement 1


Relationship Management & Communication

* Ensure effective, efficient, reliable interface by Pobal with the respective department with support from Funder Relationship Managers.
* Answer questions from stakeholders, government departments and the general public
* Demonstrable experience in establishing and maintaining appropriate, accessible relationships with key funder representatives
* Demonstrable experience of establishing and maintaining good internal working relationships across Pobal teams that support our work for the Dept.
* Maintain a solid understanding of the nature and status of a funder's interests in Pobal
* Reliably represent the funder's position and interests within Pobal, paying particular attention to service continuity, consistency and quality on their behalf
* Effectively communicate with diverse audiences on Pobal programmes using new communication tools


Role Requirement 2


Programme Design

* Develop position papers/ briefing notes etc which can form a basis for future project or programme design/ improvement and new business opportunities for Pobal.
* Specify and design programmes, including the production of all documentation as required.
* Ensure all programme design is properly consistent with Pobal monitoring systems and standards
* Collate external information in relation to thematic areas
* Support your fellow colleagues working in Programme Design when required in relation to any social inclusion/inclusive labour market specification .


Role Requirement 3


Project management/ Programme Development

* Experience of project management approaches and tools to keep projects on track
* Project manage discreet pieces of design work as required.
* To examine and develop new and alternative approaches to project delivery, as opportunities arise
* To oversee the quality agenda for the programme(s); setting and driving the quality priorities for the programmes in collaboration with the programme teams.


Role Requirement 4


Business Delivery & Governance

* Support in the establishing good contractual governance via the development of Memorandum of Understanding, Performance Delivery Agreements (PDA ) and Programmes of Work with attention to detail and to ensure that there is a formally developed and agreed set of internal actions in place in line with Pobal procedures to deliver the service;
* Ensure appropriate management is in place for implementation of the agreed services within your programme portfolio and to flag to your Team Leader or Senior Management in cases where this is not the case;
* To monitor delivery of an agreed work and to report to senior management on progress and on issues arising
* To review the allocation of resources to their agreed services and to report on any resource mis-allocation, in particular to identify any under or over resourcing;
* Co-ordinate, as appropriate, with any individual lead officer given responsibilities within a particular programme.
* The team takes an integrated approach to work sharing responsibilities depending on individuals competencies and interests. Any other duties within the general requirement of this job description may be required from time to time.


Required Experience

* Proven work experience managing relationships and/ or projects and demonstrable experience in the provision of good customer service
* Knowledge of the set of public and community based programmes focused on supports to communities and social inclusion and associated arrangements and infrastructure
* Demonstrable ability to communicate, present and influence key stakeholders at all levels of an organization and within the civil service, CEO, Principal Officer etc .
* Effective communication skills - written and verbal.
* Producing written reports for varied audiences including formal submissions, policy papers, summary reports
* Good project management, document management and organisational skills
* Working in a demanding environment with competing interests to develop solutions
* Experience of preparing detailed logical programme documentation and specification manuals
* Proficient in common ICT packages e.g., SharePoint, MS Project, Visio, Word, Excel, Project, Outlook
* Proven ability to juggle multiple account management projects at a time, while maintaining sharp attention to detail


Qualifications

* Relevant third level qualification to Level 7 (Degree level) or higher on the National Framework of Qualifications, or equivalent is desirable, in particular in the social science or economics field
