The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan.
The light railway projects under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, Luas Poolbeg and Luas Bray, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy.
The light railway projects under the remit of the Light Railway Capital Programmes business unit include:
Luas Finglas, Luas Lucan and Luas Poolbeg, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042.
Luas Cork which is a circa 20km East-West Corridor in line with the Cork Metropolitan Area Transport Strategy.
It is anticipated that further projects will also be initiated over the coming years to facilitate transport orientated development in Dublin and some regional cities.
Two new sections – as outlined below - have been established in the Light Railway Capital Programmes business unit to lead the delivery of new schemes through the seven phases of the NTA Project Approval Guidelines:
Light Railway GDA & Regional Cities
Each section leads the planning and delivery of assigned light railway projects.
The Project Liaison Manager will play a key role in supporting these sections in managing projects through planning, design, procurement, and delivery stages.
Role and Responsibilities
Stakeholder Engagement & Property Interface
Lead direct engagement with landowners, businesses and stakeholders impacted by the scheme, including one‑to‑one meetings.
Identify, document and manage stakeholder concerns, constraints and sensitivities.
Build trusted relationships to support project progression through statutory and delivery phases.
Support access arrangements, surveys and site investigations with affected parties.
Technical Communication & Understanding
Clearly explain the light rail system, route design and construction impacts in an easy to understand manner.
Translate engineering, environmental and planning information for non-technical stakeholders.
Ensure consistent and accurate messaging aligned with the project design and approvals process.
Identify opportunities to address stakeholder concerns within the design, without compromising project objectives.
Provide structured feedback into the multi-disciplinary design team on local issues and constraints.
Support development of mitigation measures for inclusion in the Railway Order and EIAR documentation.
Land & Statutory Processes (Railway Order / CPO)
Act as lead liaison for land acquisition matters, including engagement related to the Railway Order process.
Support the management of wayleaves, acquisitions, temporary possession and access needs.
Assist in the preparation and communication of CPO-related information and stakeholder interactions.
Maintain robust records of engagement, agreements and commitments.
Local Authority & Political Interface
Strengthen and maintain key relationship points with relevant Cork City Council officials and departments.
Support structured engagement with elected members, as required.
Align project messaging with local authority policy, planning and development objectives.
Project Coordination & Interfaces
Act as a key interface between stakeholders and the Senior Project Manager (SPM).
Coordinate closely with:
Communications & Stakeholder Management Lead
Senior Transport Planner
Ensure timely escalation of issues, risks and emerging concerns.
Communications & Wider Engagement Support
Support delivery of the project communications and stakeholder engagement strategy.
Contribute to:
Public consultation processes
Stakeholder briefings and meetings
Responses to queries and representations
Ensure consistency with approved communication lines and messaging.
Information Management & Reporting
Maintain accurate records of:
Land and access matters
Issues, commitments and actions
Provide regular updates and briefings to the SPM and wider project team.
Track and report key stakeholder risks and dependencies.
Proactively identify interface risks relating to land, stakeholders and access.
Facilitate early resolution of disputes or conflicts.
Support mitigation planning to minimise programme and reputational risks.
General Support to Project Leadership
Support the Senior Project Manager in day‑time coordination and delivery matters.
Assist in preparation of briefings, reports and stakeholder updates.
Undertake additional duties consistent with the scale and complexity of a major rail project.
Education & Experience
A recognised third level degree qualification (NFQ Level 8), in engineering, urban architecture or allied discipline.
Chartered Engineer (or equivalent professional accreditation) or eligible and committed to achieving professional registration within one year of appointment to the position.
Minimum of 7 years’ relevant experience in infrastructure delivery, with significant exposure to stakeholder‑facing roles.
Proven experience in the planning and delivery of major infrastructure projects, ideally in transport, including demonstratable experience on light rail, rail, urban public transport, major road schemes or similar linear infrastructure.
Strong understanding of project lifecycle stages, particularly statutory planning, Railway Order/CPO processes, and early delivery phases.
Demonstrated experience working within multi‑disciplinary project teams on complex schemes.
Extensive experience in stakeholder engagement, particularly with:
Landowners and businesses
Local authorities and statutory bodies
Elected representatives
Excellent verbal, written and presentation skills, with experience in:
Public consultation settings
Demonstrated capability in managing land acquisition / CPO / access arrangements or similar statutory processes.
Proven ability to manage sensitive, complex and potentially contentious stakeholder interactions.
Strong understanding of engineering design, construction processes and environmental considerations for major infrastructure with a strong understanding of the complexities of light rail interacting with the urban environment.
Ability to translate complex technical information into clear, accessible messaging for non-technical audiences.
Experience contributing to design development through stakeholder feedback and mitigation measures.
Strong capability in coordinating interfaces across project functions, including:

Ability to identify, manage and escalation risks and dependencies relating to land, stakeholders and access.
