Medical Scientist, Senior Biochemistry & Quality
Description
Position: Medical Scientist, Senior (Biochemistry & Quality) – Grade Code: 3877
Location: St. Columcille's Hospital, Loughlinstown, Dublin 18, D18 V9K1.
There is a permanent full-time vacancy in the Pathology Department for Biochemistry and Quality Management.
A panel may be formed from which permanent and specified purpose vacancies may be filled.
A start date will be indicated at offer stage.
Reporting to: Chief Medical Scientist or designate.
Purpose of the post: to assist in providing a diagnostic service in the multidisciplinary laboratory, assigned to the Biochemistry Department and Quality Management, with aim to support ISO 15189 accreditation.
Deputise for the Chief Medical Scientist in their absence and participate in a multi-disciplinary Saturday roster.
Responsibilities
Supervise and provide guidance to medical scientists; collaborate with the Chief Medical Scientist to maintain efficiency and introduce new methods.
Implement new procedures, technologies and IT systems; ensure equipment is maintained and serviced; validate equipment, reagents and controls.
Assist in achieving ISO 15189 accreditation; implement and follow all documented procedures and policies.
Provide statistical and management information; review external quality assurance reports; optimise use of information technology for patient care and admin.
Engage in performance review processes and staff development; facilitate training in the laboratory for scientific, medical personnel and others as appropriate.
Stay up to date with organisational developments; maintain flexibility to adapt to workload changes and undertake other duties as required by the Chief Medical Scientist/Consultants.
Quality Officer duties
Implement and maintain the Quality Management System (QMS) to ISO 15189:2022; prepare and review SOPs; act as QPulse Officer.
Coordinate monthly workload audits; oversee equipment maintenance, calibration, and laboratory reports.
Manage non-conformances, incidents and corrective actions; monitor internal and external audit schedules; conduct QMS training and quality meetings.
Develop and monitor goals/objectives; promote a culture of continuous quality improvement; represent the laboratory on Quality, Safety and Risk committees; ensure proper record-keeping and IT system proficiency.
Scientific / Professional
Maintain patient-centered focus; perform work to ISO 15189 standards and SOPs; support clinical needs within HSE mission and strategic plan.
Participate in operational processes to best practice; design and implement policies for service delivery; supervise a section or subsection as appropriate.
Ensure instrument maintenance, performance, and record-keeping; manage consumables and reagents; ensure compliance with guidelines and participate in quality control/assurance.
Work under tight deadlines; report anomalies and non-conformances; maintain confidentiality; participate in Major Emergency Plan.
Staff Management
Train, manage and develop staff; participate in department meetings; promote diversity and positive working relationships; maintain attendance/duty rosters and SOPs.
Support staff development, timely performance reviews, and a cohesive laboratory team.
Health & Safety
Implement safety policies; work safely; manage risks and incidents in accordance with HIQA/HSE standards; support sustainability initiatives.
Education & Training
Promote learning; participate in mandatory training and CPD; design and deliver training for laboratory staff; maintain training records.
Administrative
Assist in costing activities; provide statistical information; optimise IT usage; represent the department at meetings; stay updated with HSE developments.
Eligibility Criteria
Qualifications and/or experience required: registered or eligible for registration on the Medical Scientists Register maintained by CORU.
May include Section 91 applicants with proof of registration application.
Minimum Level 9 postgraduate qualifications (e.g., MSc in Clinical Laboratory Science or related) or ACSLM-equivalent; clinical experience of four years in a medical laboratory; evidence of CPD; ability to discharge duties effectively; provision of statutory CORU registration before contract where applicable.
Annual registration with CORU and PSAC for Section 38 applicants where applicable.
Applicants must be healthy, of good character, and eligible for appointment under Irish public service regulations.
Post Specific Requirements
Demonstrate knowledge/experience in Biochemistry and Quality; Haematology desirable; cross-discipline training and Saturday roster provision.
Experience in ISO 15189 quality management across Biochemistry/Haematology; ability to lead QMS and maintain accreditation readiness.
Proven leadership/management ability; capable of mentoring and staff development; strong communication and decision-making skills.
Terms and Conditions
Permanent, full-time (35 hours/week); pensionable; panel may be formed for future vacancies.
Salary scale commence at entry point with potential service-based increments; roster arrangements may apply; annual leave as per contracting stage.
Probation period of 12 months; protected by public service pension rules; safeguarding child abuse designated officer responsibilities may apply.
