Role Overview
A leading residential developer is seeking an experienced Senior Quantity Surveyor / Development Cost Manager to join its growing development and construction team based in Bray.
This is a developer-side commercial role focused on cost planning, budgeting, procurement strategy, financial control, and development appraisal across a substantial pipeline of housing and apartment developments.
Working closely with Development, Design, Commercial, and Construction teams, the successful candidate will play a key role in ensuring projects are financially viable, commercially robust, and efficiently delivered from feasibility through to completion.
This opportunity would suit someone currently working within a PQS consultancy, cost consultancy, estimating environment, developer, or contractor commercial team who is looking to become more involved in the broader development lifecycle rather than purely project-based quantity surveying.
Key Responsibilities
Prepare and manage project budgets, development appraisals, and cost plans throughout the development lifecycle.
Provide commercial input during feasibility, acquisition, planning, and pre-construction stages.
Assist in financial forecasting, cashflow analysis, and investment reporting.
Support business planning and project viability assessments.
Develop procurement strategies aligned with programme, risk, and cost objectives.
Support tender processes and subcontractor procurement activities.
Review package returns and provide commercial recommendations.
Assist in establishing benchmark rates and cost databases for future developments.
Design & Development Coordination
Work closely with Development Managers, Design Teams, and Construction Teams during project planning and delivery.
Review design proposals and provide cost advice on buildability, specification, and value engineering opportunities.
Support the assessment of design changes and their commercial implications.
Monitor project budgets and expenditure against approved cost plans.
Prepare monthly commercial and financial reports for senior management.
Review valuations, variations, and cost forecasts.
Support financial governance and reporting across multiple developments.
Stakeholder Management
Liaise with consultants, contractors, design teams, and internal stakeholders.
Participate in design team meetings and project reviews.
Provide commercial input into key project decisions.
Candidate Requirements
Experience
7–15+ years' experience within:
PQS / Cost Consultancy
Quantity Surveying
Cost Planning
Residential experience highly desirable, particularly:
Apartments
Technical Skills
Strong understanding of:
Cost planning and estimating
Financial reporting and forecasting
Construction costs and market rates
Value engineering and risk analysis
