Over the next 5 years, Blackrock Clinic has planned a multi-million euro investment to refurbish and expand its facilities on the Rock Road site.
This will provide additional bed, theatre and cardiac cath lab capacity as well as investing in a new cancer care centre.
Role Purpose
Blackrock Clinic is seeking an experienced Capital Accountant – Projects, to manage capital expenditure for a wide variety of construction projects.
This is a specialised finance role focused on managing the budgetary, cost-tracking, and reporting aspects of large-scale major healthcare infrastructure projects.
This role will act as a liaison between the construction project team (project managers, contractors) and the hospital's executive and finance teams to ensure the project remains on budget, complies with financial regulations, and adheres to capital allocation.
Qualifications & Experience
At least five years' satisfactory & relevant capital accounting and reporting experience within large infrastructure projects / programmes.
Strong technical knowledge of accounting standards, particularly in fixed asset and capital project accounting, and taxation legislation.
Experience managing capital expenditure and asset registers.
Advanced Excel skills, PowerPoint reports to executive presentation standard.
Strong analytical, problem-solving, and communication skills with the ability to interpret and apply changes, adaptive style with well-developed decision-making and prioritising skills.
Attention to detail to maintain high levels of accuracy in reporting and reconciliation.
Extensive and relative experience managing and working collaboratively with multiple internal and external stakeholders.
Possession of valid work permission for the Republic of Ireland or eligibility for a work permit (for critical skills).
Key Responsibilities
Manage the full financial lifecycle of capital projects, from initial approval to completion and capitalisation, ensuring expenditure is correctly allocated to the relevant construction project.
Ensure accurate and timely financial reporting of capital expenditures including maintaining the integrity of fixed asset registers, ensuring all acquisitions, disposals, and transfers are accurately recorded.
Work closely with managers and stakeholders to ensure capital is planned and monitored throughout the project lifecycle.
Review and reconcile capital work-in-progress (CWIP) accounts.
Ensure timely capitalisation of completed projects with appropriate reporting and depreciation treatment in line with company policy.
Prepare capital expenditure reporting packs, with forecasts and variance analyses for management and budget holders to ensure construction projects remain financially on track and in line with approved budgets.
Work with external taxation consultants, ensuring timely and accurate reclaim of capital allowances for major construction projects.
Support the annual budget and monthly forecast processes for construction related capital expenditure.
Generate and maintain financial business cases for construction projects to a PowerPoint presentation standard ensuring alignment with corporate financial objectives.
Provide financial insights, forecasts, and scenario analyses to support investment decision justifications for CAPEX investments and post-investment analysis.
Liaise with stakeholders to review financial performance, forecasts, and funding requirements.
Maintain robust financial controls over capital expenditure processes, ensuring compliance with internal financial policies and accounting standards.
Support internal and external audits related to capital and fixed assets.
Ensure proper authorisation and documentation of all financial capital transactions in compliance with group policy.
