Job Details Role Purpose The purpose of the Project Officer role on the VSS-Pulse project will be to design and deliver a range of activities (interventions) that will support victims and survivors of the troubles/conflict. The Project Officer will undertake a variety of tasks not limited to; mapping of available services in ROI to inform and develop potential support pathways for victim and survivors within their localities, engaging with relevant agencies, forming alliances and relationships with key stakeholders, recruiting participants, delivering outreach work, event management, logistical planning, line management (two outreach workers), maintaining records including evaluation information and report writing. Role Requirements Role Requirement 1 Project Management Carry out a scoping study to map the services available in ROI and to identify gaps in services. Develop a project plan, oversee and monitor delivery of key milestones. Develop potential support pathways for victims and survivors within their localities. Design the paperwork necessary to provide a guided conversation that will support two Outreach Workers to establish the needs of victims and survivors and to ensure referral mechanisms are in place whether that be for services within the local area (as mapped by the scoping study) or referrals to other supports as appropriate. Work with the Communications team to identify, design and deliver a communications plan to sensitively target individuals in need of this service. Follow the communications rules of the PEACEPLUS programme including the use of logos on all printed material. Role Requirement 2 People Management Line manage and support two outreach workers, ensuring they are equipped with a clear understanding of the requirements and expectations of the project. In collaboration with Project Management Team, make additional provisions for psychological/ emotional supports for staff where needed. Maintain and grow a culture of continuous learning and improvement in the team ensuring that the service model applied is adaptable and meets changing requirements and contexts Lead with an agile mind-set, focused on problem solving through creative solutions. Ensure good individual and team management structures are in place to support performance/staff management and development (1-2-1's, PEP's, Blended Working Policy, Flexi time and all other relevant HR policies). Ensure that all staff adhere to all standards and procedures. Delegate work and ensure effective relationships in a team-working context. Work in collaboration with programme manager to ensure the correct team resources are in the right place, at the right time. Role Requirement 3 Building and Maintaining Relationships Build strategic relationships with key service providers and agencies for the purpose of signposting participants and making referrals. Developing and promoting available services targeting victims and survivors of the troubles/conflict across the Border Region and Ireland. Identify gaps in service provision for Victims/Survivors and any barriers to participation. Role Requirement 4 Administration and Organisation Record meetings with project partners. Organise and participate in team meetings and provide regular updates. Recruit project participants/ clients and maintain records to track the progress and outcomes of all interventions. Record project activity and draft reports to capture progress. Work with VSS-Pulse team to support the implementation of an evaluation and monitoring system. Plan and implement required recording systems for the purposes of project monitoring and evaluation. Avail of structured and informal training and courses relevant to the role as provided through the Pulse project. Prepare and produce a comprehensive project conclusion report with project data for the purpose of presenting a long-term approach to providing supports for victims and survivors in Ireland. Required Experience 3 years minimum suitable experience Strong relationship building skills and experience of working in partnership with other organisations and agencies Knowledge and understanding of the conflict in and about Northern Ireland, including the impact across the Island of Ireland and Britain, particularly from a Security and Political Perspective. A good working knowledge of Politics and Law in Ireland, the UK and across the EU is also desirable. Experience of conducting research and carrying out a scoping exercise to signpost participants to relevant services/agencies Evidence of producing of high-quality reports or written materials Project management experience Strong communication and interpersonal skills and experience of dealing with very sensitive issues in a confidential manner. Proficient in MS packages e.g. Word, Excel, Outlook and Teams Strong understanding & experience of social inclusion issues in particular promoting good relations, reconciliation, and/ or cross-border peacebuilding work Other Willingness to work evenings and at weekends when required. (A time-in-lieu policy is in place to facilitate the need for flexible working) Ability and willingness to travel to locations in the ROI Border Counties, Ireland and N. Ireland. Qualifications Relevant Third Level qualification (e.g., Degree) equivalent is desirable. A full clean driver's license and provision of a car for work purposes (essential).
