Title of Position: Energy and Systems Engineer Light Rail Network

Salary: €70,368 - €90,198

Background

The Energy & Systems department supports the effective and efficient operation of all energy and systems components critical to the continued operation of the Luas light rail network.

The department oversees the design, specification, installation, testing, commissioning, integration and operation of the light rail networks critical systems and subsystems. The department also manages various systems asset renewals and replacement projects.

Energy & Systems Engineer(s) within the department are required to develop a wide range of skills covering many highly specialised systems. The engineers must have a knowledge of the technology underpinning each system and be able to design, specify, test and commission the systems.

TheEnergy & Systems Engineers are required to manage teams of specialised contractors involved in the implementation of asset management and renewal works and are also expected to keep abreast of the latest technology advances to support the maintenance and repair of legacy systems.

TheEnergy & Systems Engineersalso play a key role in the delivery of various systems-based projects as well as energy related activities and initiatives within TII. The position(s) will also provide technical expertise in the various Luas and Metro systems.

Role

The primary role is to provide engineering support for the traction, signalling, electronic control and communication systems for existing and new Luas and Metro lines. The role encompasses the following areas:


* Central control systems (CCS)
* Automatic vehicle location systems (AVLS)
* Fixed equipment (FE) SCADA systems
* Power supply (PS) SCADA systems
* Stop passenger information display (PID) systems
* Stop public address (PA) systems
* Radio transmission systems
* Cable transmission network (CTN) systems
* Telecommunications systems
* Emergency telephone systems
* Video monitoring systems (CCTV)
* Timing systems
* Line Signalling Systems (LSS)
* Light rail vehicle (LRV) radio and AVLS systems
* AC power supply systems
* DC traction power supply

The Energy and Systems Engineer will be required to work closely with colleagues in the Light Rail Network Management section, as well as TIIs safety section and the Commission for Rail Regulation (CRR) on safety related matters. New light rail schemes are the responsibility of TIIs Capital Programme division and the Energy and Systems Engineer will be required to collaborate with the Capital Programme division in the delivery of those projects.

The Energy and Systems Engineer will also be required to assist the Senior Energy and Systems Manager in the development of broader light rail strategies and plans, positively promote the values and culture of TII, contribute to the delivery of TIIs sustainability and climate action programmes and plans and represent TII at various national and international forums.

Role And Responsibilities

(Existing Light Rail Network)

* Provide support and technical advice on issues arising on existing Luas systems.
* Participate in systems performance reviews with the existing Luas operator and maintainer.
* Providing expert technical input to projects and functional teams on issues related to the various systems/areas, to ensure the delivery of a safe operating environment.
* Provide high-level technical advice to the various Luas Operations departments in relation to maintaining the existing system and managing obsolescence.
* Monitor on-site works, ensuring quality of works and adherence to programme.
* Develop and maintain best practice guidelines for traction and electronic systems.
* Suggest and develop safety or operational improvements to existing lines.
* Assist in maximising commercial opportunities of existing infrastructure.

(New Light Rail Projects)

* Contribute to the definition of employer requirements and specifications for Luas works.
* Review contractors design submissions, seeking input from interested internal and external parties where applicable.
* Contribute to managing the power and electronic systems work interfaces between contractors and the Luas operator and maintainer throughout the design, construction, testing, commissioning, and trial running phases of projects.
* Contribute to the definition of testing and commissioning activities.
* Witness to factory acceptance tests, site acceptance tests and commissioning activities.
* Monitor on-site installation, ensuring quality of works and adherence to programme.
* Review final as-built handover documentation, including user and maintenance documentation.
* Providing timely and accurate updates on the progress of activities to the Senior Energy & Systems Manager, Contracts/Project Managers and Senior Engineers.
* Assist in the preparation of safety documentation for review by internal and external regulatory organisations.
* Managing input into standards.
* Undertaking such other tasks, activities or other duties as may be required or assigned as appropriate to the grade

All of the divisions within TII have inter-dependant responsibilities and close cooperation and teamwork is required across the organisation.

Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise.

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:

* A third level qualification (NFQ Level 8 or equivalent) in electrical/electronic engineering or similar.
* 5 years minimum experience of relevant traction or electronic control and communication systems, ideally in a rail transport environment.
* Experience in contract and project management.
* Experience working with multi-disciplinary teams.
* Working knowledge of industry practices and system standards for light rail, heavy rail or metro, including detailed knowledge of some of the systems listed above.
* Working knowledge of the safety and legislative environment in which rail and metro systems are required to operate.
* Excellent communication and interpersonal skills.
* Fluency in the English language, both written and oral.
* Full driving licence.
