Job Title: CE Drugs Rehabilitation Supervisor, CAMDAS (Cavan and Monaghan Drug and Alcohol Service)


Overview

The CE Drug Rehabilitation Community Employment (CE) Scheme provides rehabilitation, training, and personal development opportunities to individuals in recovery or working towards recovery from drug and alcohol issues. The scheme aims to provide training and development opportunities for people working towards recovery from substance use to re-engage them in active community and working life. The scheme is funded to provide 14 Drug Rehabilitation Participant places and 7 Mainstream Participant places, supported by a team including 4 Support Workers, 2 Administrators, and 1 Grounds/Maintenance person, working with CAMDAS as part of a multidisciplinary team to foster recovery and reintegration.


Responsibilities

* Administration: Ensure efficient financial and accounting systems in line with CE governance requirements as directed by the Service Coordinator/Finance Department/Sponsoring Organisation.
* Financial Returns: Ensure wage claims, materials claims, and participant development grant claims meet DSP standards.
* Financial Controls: Implement systems for finances (cheques, petty cash, debtors, creditors, participant payroll, bank, PRSI returns) as directed by the Service Coordinator/Finance Department/Sponsoring Organisation.
* Payments: Ensure payment of participants allowances.
* DSP Liaison: Liaise with the local DSP Office as required.
* Asset Security: Ensure the security of equipment on the scheme as directed.
* Timekeeping: Install and manage an effective time-keeping record system for participants.
* Coordination: Liaise with NERDATF and relevant treatment and recovery support services as required.
* participant stability and relapse prevention: Work in collaboration with service supports to maintain participant stability and reduce potential relapse.
* Work Placements: Liaise with local businesses to secure and maintain positive work experience placements.
* Reporting: Prepare reports, statistics, and other information required by the Service Coordinator/Sponsoring Organisation and Executive Team.


Training and Development of CE Participants

* Identify learner needs including compensatory education within the Individual Learner Plan (ILP) process.
* Coordinate with support services to align the ILP with the participant’s care plan for training and development.
* Identify training providers and coordinate cost-effective training in line with DSP procurement guidelines (Reference CE Procedures Manual).
* Prepare an ILP for each participant for DSP approval in accordance with CE procedures.
* Provide access to vocational training and recognised qualifications, including progression towards a Major Award on the NFQ or related equivalent.
* Maintain and update training records for each participant as part of their ILP.
* Monitor and review training inputs with all participants.
* Plan and organise work placements – internal and external as required.
* Implement job search and employment-related activities with participants.
* Report ILP developments to the Service Coordinator/Sponsoring Organisation.
* Ensure participant outcomes in the approved CE Application are achieved.
* Participate in training provided by the Sponsor Organisation and DSP.
* Establish and deliver structured group-work and activity-based sessions.


Human Resources

* Implement the CE Recruitment process as outlined by DSP/Sponsoring Organisation.
* Ensure DSP referral procedures are in place for each participant.
* Coordinate induction process and ensure contracts of employment for all participants.
* Communicate effectively with all participants via one-to-one, group sessions and team meetings.
* Develop a mutual understanding with participants regarding rehabilitation needs and ongoing treatment interventions from MQI CAMDAS and other supports.
* Work with participants to develop long-term career and progression plans.
* Address disciplinary matters for participants in line with CE Procedures Manual/MQI and sponsor policies.
* Develop exit plans with each participant, identifying follow-up and after-care supports.
* Manage staff resources of the scheme as required.
* Communicate effectively with participants in team meetings, one-to-one, and group sessions.
* Provide follow-up and reporting on participants up to 4 months after exit from CE.
* Report to Service Coordinator for individual support, supervision, performance appraisals, and adherence to MQI/Sponsoring Organisation policies.
* Report to the Sponsoring Organisation and adhere to Garda Vetting policies and procedures.


Financial and Programme/Training Monitoring

* Ensure CE scheme compliance with financial, programme, and training monitoring requirements as detailed in the CE Procedures Manual.


Scheme Management

* Ensure a safe and healthy environment for participants, facilities and work practices.
* Work within MQI/Sponsoring Organisation policies and procedures and the National Drugs Rehabilitation Framework.
* Ensure Health and Safety legislation is implemented and align with MQI/Sponsoring Health and Safety Policies.
* Ensure approved work experience placements align with the CE application and participant ILP.
* Supervise, schedule, and manage CE participants.
* Participate in all training and development opportunities provided by the Sponsor Organisation and DSP.
* Carry out any other function relevant to the position as directed by the Service Coordinator and Sponsor Organisation.


CE Participants Support/Progression

* Ensure progression targets in the CE Scheme Application are met.
* Provide participants with training and education options supporting personal and vocational development.
* Implement progression options in ILP, including job search activities and exit planning.
* Work with local employers to place people in work experience or employment.
* Develop a database of employers.


Person Specification / The Ideal Candidate

* Solid understanding of the Community Employment Supervisor role in project management and programme delivery for participants in rehabilitation and long-term unemployed or vulnerable adults.
* Demonstrates responsibility, commitment, and motivation to implement CE Drug Rehabilitation objectives.
* Knowledge of addiction and rehabilitation support services.
* Understanding of programmes and courses available to unemployed and vulnerable adults.
* Familiarity with DSP CE referral procedures.
* Overview of the National Drug Rehabilitation Framework and the CE role in recovery support.
* Supervisory/people management experience is desirable.
* Experience in Business, Financial, Administration, Training, HR, Project Management or related discipline.
* Experience working with clients toward rehabilitation/recovery; competence in report writing.
* Experience with vulnerable individuals and jobseekers; ability to direct, motivate, coach, and mentor.
* Ability to work under the Service Coordinator/Sponsoring Organisation guidance within CE Procedures Manual.
* Excellent communication, interpersonal, time management, planning, and organisational skills.
* Proficiency in Microsoft Office; ability to work in a multidisciplinary team; knowledge of community activities.

Contract Type: Fixed Term Contract 12 months (DSP funded project)

Hours: 39 hours per week

Salary: CE Supervisor starts at Point 1 of the DSP scale
