Background
Information Systems Department
The Information Systems (IS) Department delivers Information and Communications Technology (ICT) to Dublin City Council, providing services under four key areas; Strategy, Project Management, Application Support, Technical Management and Cyber Security.
The IS Department provides services under a corporate ICT strategy and strong business ownership. Industry leading applications and hardware are used to support this strategy including major elements of Oracle e-business suite. Clustered enterprise level servers are used with high performance Storage Area Network (SAN) technology to provide resilient solutions. Management of external service providers and project resources is a key element of the IS Department activities. Services are provided under Service Level Agreements agreed with the client Departments using the international Information Technology Infrastructure Library (ITIL) standards. ICT Projects are managed under international best practices and agreed corporate structures.
The IS department is expanding its Cyber Security Operations and a number of roles will be required in this area.
Service & Digital Transformation (Corporate Services and Transformation Department)
The Service & Digital Transformation Team plays a central role in delivering Dublin City Council's Digital Transformation Strategy 2025–2030, supporting the organisation in the design and delivery of modern, accessible and customer-focused services. The team develops and implements digital platforms and solutions that enhance service delivery, streamline processes and improve experiences for citizens, businesses and internal users.
Located within the Corporate Services and Transformation Department, the team has responsibility for delivering key elements of the Council's digital transformation programme and managing its associated portfolio of projects. Working closely with the Transformation Unit, the Corporate Data and Analytics Unit, the Smart Cities Programme and service owners, the team supports the accelerated implementation of digital services and the adoption of new and emerging technologies across the organisation.
The Role
Reporting to the Senior Systems Officer, or such person as may be designated from time to time, the Systems Officer will work as part of a multidisciplinary team within either the IS Department or Service & Digital Transformation (Corporate Services and Transformation Department) assisting with the implementation of work programmes to achieve goals, targets and standards set out in Corporate, Departmental and Team Plans.
Qualifications
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: -
(a) (i) hold a recognised degree (level 8 in the National Framework of Qualifications), or equivalent professional qualification in an IT-related discipline, and have a minimum of 2 years satisfactory relevant experience working in a structured IT environment;
OR
(ii) have at least 4 years satisfactory experience working in a structured IT environment, 2 years of which have been in an ITIL based service delivery environment or in a structured IT project based environment;
(b) have good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace.
Duties
The duties of the post include, but are not limited to, the following: -
Information Systems Department role
service delivery and support using the ITIL standard incident, request, change, release and availability processes in the following areas:- Networks, Servers, Desktop, Devices, DBA, Microsoft Azure, Payroll Support, Business Intelligence, Knowledge Management, GIS and Office 365;
contract management and tendering;
project management and project implementation to PMBOK standards;
training and supervision of staff;
supporting the IT function in client departments;
application support and maintenance;
security compliance including identification of security risks, threats and vulnerabilities;
supporting all cyber security operations;
work with cybersecurity protection and detection systems;
Cyber security governance and risk management;
to carry out such other duties as may be assigned from time to time.
Service & Digital Transformation role

engaging with stakeholders across the organisation to develop and deliver digital and online solutions and to promote the effective use of digital services to support business needs;
critically evaluate and analyse business information, translating business requirements into
design options that are: (i) cost effective (ii) efficient (iii) sustainable and reusable, (iv) comply
with standards and (v) enhance business processes;
use service design principles to develop digital services that are accessible, inclusive and citizen centered;
identifying and implementing digital solutions that optimise business processes and support data-driven decision-making;
collaborating with the Transformation Unit and Corporate Data and Analytics team to ensure digital solutions complement wider transformation initiatives;
to carry out such other duties as may be assigned from time to time.
The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.
