Role Summary
Rubicon Technical Services Europe is seeking a skilled and proactive Finance Operations Manager to oversee financial operations across the UK, Ireland, and selected EU entities. This role is pivotal in ensuring financial accuracy, regulatory compliance, and strategic support across payroll, benefits, tax, banking, and vendor management. The successful candidate will work collaboratively with internal teams and external stakeholders to uphold best practices and drive operational excellence.
Key Responsibilities:
Payroll & Compensation
* Review and approve payroll for the UK and Ireland, ensuring accuracy and compliance with internal processes
* Validate payroll data prepared for Sweden, Spain, and Italy prior to submission to external payroll providers
* Oversee timely and compliant payroll processing across all regions, in line with local legislation
Benefits Administration
* Manage health, pension, and income protection schemes
* Liaise with HR to ensure benefits are compliant, competitive, and aligned with employee needs
* Support benefit renewals and employee queries
Tax Compliance & Reconciliation
* Reconcile tax liabilities in relevant jurisdictions (e.g. Sweden)
* Research and advise on international tax implications affecting employees
* Develop and maintain processes to manage cross-border tax compliance
Banking & Financial Transactions
* Maintain secure access to online banking platforms
* Approve payments, credit card top-ups, and other financial transactions as required
* Ensure adherence to internal controls and authorisation protocols
Expense Management
* Apply country-specific rates for mileage, per diem, accommodation, car hire, and travel
* Research entitlements and tax limits applicable to employee expenses
* Ensure expense policies are up-to-date and clearly communicated
Policy & Regulatory Updates
* Advise on and update internal finance-related policies
* Monitor and report relevant legislative changes to senior management
* Ensure compliance with government regulations across all jurisdictions
Stakeholder Engagement
* Act as a point of contact for auditors, banks, legal advisors, and government agencies
* Maintain professional relationships and ensure timely responses to external requests
Project & Vendor Support
* Review financial aspects of project proposals and suggest improvements
* Support vendor negotiations and onboarding
* Maintain records of vendor agreements and assist with renewals
Project Management

Qualifications & Person Specification:
Essential Qualifications & Experience
* ACA, ACCA, CIMA or equivalent professional accounting qualification (full membership preferred)
* Bachelor's degree in Finance, Accounting, or a related field
* Minimum 5 years' experience in a finance role, ideally with an international scope
* Familiarity with recognised bodies such as IPASS (Ireland) or The Payroll Centre (UK)
* Proficiency in financial software and online banking platforms
* Strong understanding of payroll, tax, and benefits across UK and EU jurisdictions
* Excellent attention to detail and organisational skills
* Strong communication and stakeholder engagement abilities
* Ability to work independently and manage competing priorities
* Discretion and professionalism when handling sensitive financial data
Desirable Attributes
* Experience managing multi-jurisdictional payroll and tax compliance
* Familiarity with EU labour laws and employee benefit regulations
* Experience in vendor management and contract negotiation
* Exposure to project finance and business case review
* Collaborative experience with HR teams on policy and benefits
