Introduction to Role
Waterford City & County Council has in the region of 130 buildings located across the city and county of Waterford. These buildings are made up of core office accommodation, fire stations, libraries, machinery yards and many community facilities.
We also have responsibility for City Hall, Theatre Royal and the Bishops Palace which are heritage buildings of national importance.
There are many challenges in the maintenance and management of these buildings to ensure their integrity and to enable them to operate efficiently for their varied functions.
The facilities team are required to have a proactive maintenance programme in place for our buildings. The team works closely with other departments of the Council in relation to upkeep and maintenance, health and safety, fire safety, as well as the maintenance conditions of licences and leases on various buildings.
We are also striving to ensure that all buildings are achieving our climate action goals by developing adaptive strategies and implementing specific actions and interventions across our portfolio of buildings. Procurement and development of building management systems is also essential in achieving this for the section.
The role of the Executive Facilities Manager with Waterford City & County Council comprises responsibility for the maintenance and upkeep of the Council’s buildings and facilities and to ensure that all aspects of our buildings and facilities are to a suitably high standard, ensuring a safe, comfortable and engaging environment for the staff to work from, for the public when accessing services and for hosting Council and Community events of varying scales.
Duties and Responsibilities
* Maintaining all aspects of the Council buildings and facilities to a suitably high standard, ensuring a safe, comfortable and engaging environment for all users
* Managing requirements of staff & colleagues regarding use of the facility.
* Managing and arrange reconfiguration of office space to meet the organisational need.
* Relocating departments to new offices and making recommendations on new office locations if needed.
* Overseeing building projects, renovations and refurbishments on buildings and facilities efficiently and in line with budgets.
* Preparation of Annual Maintenance Plan and arranging of repairs and maintenance as set out therein in a timely manner, ensuring procurement processes are completed and contracts in place in time to deliver the actions set out in the plan
* Identifying and implementing efficiencies and areas of improvement to maximise resources including energy efficiency and ensure that the maintenance and appearance of the building is of a high standard.
* Responsibility for a call-out system for emergencies, security and alarm‑related callouts.
* Manage facilities contracts including general facilities, utilities, and security so as to develop and maintain strong relationships with contractors and suppliers and ensure a high standard of delivery and project execution.
* Ensuring compliance with legislative health and safety requirements, including fire safety for all Councils buildings and facilities.
* Prepare a comprehensive preventative maintenance programme for our buildings and facilities.
* Manage the facilities team in day‑to‑day operation of the building including aspects of the Fire Management System.
* Maintain an appropriate risk register by identifying risks and developing appropriate mitigation to ensure smooth continuance of business functions.
* Preparing facilities for internal and external audits.
* Have an active role in the implementation of Waterford City & County Council Climate Adaptation Plan.
* Work towards achieving ISO 50001 for Energy Management.
* Duties cover all aspects of the building and grounds, including but not limited to roofing and facades, electrical, plumbing, heating and air conditioning and landscaping on the premises.
* Responsible for following necessary procurement for tendering of contractors.
* Responsible for ensuring all necessary Health and Safety Inspections are carried out i.e., lifts and follow up on actions for addressing any identified issues.
* Implementation of BMS in buildings as required.
* Other duties may be assigned.

Qualifications
Qualifications required for the position of Executive Facilities Manager as set out by the Department of Housing, Local Government, and Heritage in July 2025.
Character
* Candidates must demonstrate good character.
Health
* Candidates should be in good health, indicating the ability to provide regular and efficient service.
Education
(i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in building services management, facilities management or a related discipline relevant to the post;
OR
(ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) AND a post‑graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in building services management, facilities management or a related discipline relevant to the post.
Experience
* Candidates must have at least five years of relevant experience after obtaining their qualifications.
* Candidates should possess a high standard of technical training and administrative experience.
* Knowledge of public service organisation is required or the ability to acquire such knowledge.
Desirable experience
* Satisfactory relevant experience in a similar role ideally with responsibility for multiple buildings containing offices.
* Competence in the management of mechanical and electrical systems within a modern office environment.
* Knowledge of the relevant legislative environment including the health and safety and fire safety frameworks.
* Flexibility in terms of working hours as the duties can involve working outside of normal working hours as required.
* Effective people management skills.
* Excellent planning and organisation skills with strong attention to detail.
* Be a good communicator, both verbal and written.
* Be self‑motivated with a record of demonstrating initiative judgment and problem solving in a workplace environment.
