We are currently seeking an experienced Architect / Senior Architect with specific expertise in Public Works Contracts to join our client's Property Development team. This pivotal role involves the comprehensive design, management, and oversight of property development projects from their initial conceptualization through to successful delivery. The successful candidate will be instrumental in ensuring strict adherence to statutory compliance, industry best practices, and the organisation's core ethos. This position offers a unique opportunity to contribute significantly to a critical national development programme.
Key Responsibilities
The successful candidate will assume responsibility for the entire project lifecycle, encompassing:
* Design & Development Leadership: Interpreting initial briefs into workable design concepts, taking full responsibility for design, detailing, construction inspection, and contract administration for large, multi-million-euro projects.
* Strategic Contribution: Assisting in the formulation of the organisation's best practice documents and policy proposals related to Design, Forward Planning, and Place Making.
* Business Case & Funding: Preparing comprehensive property development business cases and funding proposals, including all aspects of feasibility investigations (e.g., acquisitions, constructions, consultancies).
* Project Oversight: Overseeing property development projects, including due diligence processes, stakeholder/consultant/contractor negotiation and liaison, risk mitigation, and ensuring delivery within approved budgets.
* Documentation & Reporting: Managing accurate and comprehensive project documentation (planning, funder, consultant, and contractor agreements) and preparing timely, accurate, and professional internal and external reports.
* Quality & Compliance: Coordinating with the Asset Management Team on new property assets and whole-life costings, maintaining compliance with relevant legislation and contractual obligations, and ensuring adherence to Health and Safety procedures (including safety file handovers and O&M training).
* Financial & Procurement: Assisting in the procurement, assessment, and appointment of project Design Teams and Contractors in accordance with relevant frameworks, and coordinating external consultants' work.
* Team Leadership & Collaboration: Providing leadership to project teams to achieve their full potential, fostering effective internal and external relationships with government organisations, local authorities, developers, funders, and contractors.
Candidate Profile
Qualifications:
* Essential: Chartered Architect / Planner.
Knowledge & Experience:
* Essential: Minimum of 7 years' post-graduate experience in development, construction, cost management, risk management, and strategic public procurement.
* Essential: Minimum of 5 years' dedicated project management experience, with a proven record of leadership and successful project delivery.
* Desirable: Experience working specifically within the social housing sector.
Skills & Behaviours:
* Organisational & Planning: Strong organisational, planning, and problem-solving abilities.
* Communication: Excellent written and oral presentation skills, coupled with strong influencing skills.
* Relationship Management: Proven ability to develop and successfully manage relationships with partners, external stakeholders, and funders.
* Contractual Acumen: Proficiency in contract document preparation (in accordance with RIAI, GCCC, and CWMF requirements), project management, cost control, and contract administration, including dispute management and resolution.
* Attention to Detail: Meticulous attention to detail and ability to perform effectively under pressure.
* Negotiation: Strong negotiation skills, balanced with an empathetic and customer-focused approach.
* IT Proficiency: Robust IT skills, including knowledge of AutoCAD 2000 (City & Guilds standard) and proficiency in MS Office.
* Analytical Capability: Strong analytical skills and comfort with interpreting complex data.
* Continuous Development: Evidence of sustained professional development in current legislation, construction regulations, safety, health and welfare, procurement, and contract administration.
