Public Sector - Procurement Business Partner Location: Ireland & Hybrid Overview This is a key hire within a growing procurement function. The role supports delivery of compliant, high quality sourcing and contract management across goods and services. You will work closely with the Procurement Manager and senior stakeholders across the organisation, providing attention to detail and building capability in public procurement. Key responsibilities: Procurement operations * Work with stakeholders to understand requirements and support sourcing in line with public procurement rules * Support the preparation and issue of tender documentation * Assist with evaluation of submissions and contract award processes * Deliver process improvement initiatives across procurement activity * Support roll out of procurement training across the business * Provide administrative support including spend analysis and reporting * Partner with Finance and Operations to improve tools, reporting and processes Contract and supplier management * Maintain a central contract register with accurate and up to date data * Support development of contract lifecycle management processes * Build effective supplier relationships and manage performance * Address supplier issues and ensure compliance * Support delivery of value for money through competitive processes * Contribute to supplier performance frameworks including reviews, risk and spend analysis Stakeholder engagement * Support tendering, negotiation and contract placement * Build strong relationships with internal stakeholders * Provide clear procurement guidance and challenge where needed * Support preparation of requests for tender across goods, services and works * Promote procurement best practice and compliance Compliance and reporting * Ensure all activity aligns with public procurement regulations and internal policy * Produce regular reports on procurement activity, contracts and savings * Monitor risk and ensure appropriate contractual protection is in place Person profile - You will bring: - * Experience managing contracts across goods, services and works * Strong supplier management and negotiation skills * Experience in public procurement including eTenders and OGP frameworks * Exposure to public sector procurement where you have executed the RFXs or have supported someone who is running RFXs end to end. * Strong analytical capability with experience in spend analysis and reporting * Advanced Excel skills and experience working with finance systems * Strong attention to detail in tender documentation and reporting * Degree qualification at Level 8 or equivalent * Qualification in public procurement is beneficial Strengths * Strong judgement, attention to detail & ownership * Commercial mindset with focus on value and risk * Ability to influence stakeholders at different levels * Strong communication skills both written and verbal * High integrity and professional standards What this role offers * Exposure to a procurement across multiple categories and an opportunity to develop depth in public procurement experience.
