The JobTheSenior Executive Planner (Temporary 2-years) will support the development of the Unit's projects. This is an opportunity to work with a team responding to the challenges facing Dublin city centre and working to provide solutions through redevelopment and social projects to create a better city. The role will involve supporting the Unit's strategic development plans, involving a multi-disciplinary, holistic approach to problem solving.The Senior Executive Planner (Temporary) will be required to work closely with the Programme Manager and Project Manager to deliver the full range of services, implement project decisions and deliver on strategic objectives in accordance with the Interim Project Management Unit.This position is a senior position within the Interim Project Management Unit reporting to the Programme Manager and/or other employee nominated by the Executive Manager and Chief Executive. The Senior Executive Planner will work across all projects within the portfolio of the project management unit.This is a management role. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority's vision and objectives. The Senior Executive Planner will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions.The ideal candidate shall have :Experience of analysing and considering new and emerging national and/or regulatory policies and guidelines with a view to assessing the implications of such developments;Experience of preparation or assessment of planning applications and pre-application proposals;Experience in contributing to the operational and strategic planning processes and in the implementation of the agreed aims of same;Have experience of working in any of the following: city/town planning, residential development/strategy; construction related delivery work;Understand Local Authority services and structures in Ireland, particularly as they relate to the planning function, or have the ability to quickly acquire same;Experience managing and leading multi-disciplinary and cross functional teams and the ability to motivate, empower, encourage and achieve maximum efficiency from their team;Ability to work in close consultation with key stakeholders and in seeking cooperation and consensus with a whole range of bodies and representative groups, providing updates, presentations and reports;Knowledge and awareness of statutory obligations of Health and Safety Legislation the implications for the organization and the employee, and their application in the workplace;Have a proven track record of delivering results;Have excellent interpersonal, communication and influencing skills;Have experience of managing finance and budgets and ensuring value for money;Experience of providing information on the pattern of demand and activity and the skills to schedule/programme the carrying out of work;Excellent report writing and strong ICT skills.QualificationsCharacter:Each candidate shall be of good character.Health:Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.Education, Experience, etc.:Each candidate must, on the latest date for receipt of completed application forms: -(a) Candidates shall hold a qualification in Planning (at level 8 on the National Framework of Qualifications);(b) have at least seven years' satisfactory relevant experience of planning work;(c) possess a high standard of technical training and expertise;(d) possess a high standard of administrative and management experience;(e) satisfactory knowledge of public service organisation or the ability to acquire same.DutiesThe duties of the postinclude, but are not limited to, the following: -Develop and manage a work programme for the delivery of planning functions for the assigned team, to the satisfaction of the Programme Manager;Support the overall management and implementation of the Unit's goals. Actively participating in and contribute to Interim Project Management Unit's Team;Plan and prioritise work effectively and be pro-active and self-directed;Procure and manage consultants as required to support the preparation of plans, strategies, projects, and any associated evidence base;Ensure a high standard of presentation and accuracy in team output;Take a leadership role in strategic planning related projects as required and in the planning section's input into multi-disciplinary teams within the local authority;Research, analyse, disseminate and communicate essential information on relevant policies, procedures and legislation internally or externally to the organisation when required;Prepare and present planning reports and advice when required;Provide high quality planning advice and recommendations to the Interim Project Management Unit;Identify opportunities to expand or improve the range, quantity or quality of existing services and make recommendations to that effect;Work under pressure to tight deadlines and to take a strategic approach in the delivery of key policy objectives;Maintain, manage and proactively foster a positive Health and Safety culture within the workplace;Ensure compliance with Corporate policies (Human Resources, Data Protection, Child Safeguarding, etc.).The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed.
