Post Title: Clinical Nurse Manager 1 - Surgical Directorate
Post Status: Permanent
Department: Finbars day ward/day of surgery admission unit (DOSA)
Location: Beaumont Hospital, Dublin 9
Reports to: CNM 2 / CNM 3 / Surgical Directorate Nurse Manager
Salary: Appointment will be made on Clinical Nurse Manager 1 salary scale (€56,642 - €66,705) at a point in line with Government pay policy.
Hours of work: Full-Time, 37.5 hours per week

Position Summary: The primary purpose of the Clinical Nurse Manager 1 is to develop, maintain, and evaluate an environment that supports the professional nurse in the provision of excellence in patient care. It is predominantly a clinical role with an educational focus. The Clinical Nurse Manager 1 will assist and when needed deputise for the CNM2 as required, and provide managerial supervision for their department when rostered.
Responsibilities

ACCOUNTABILITY: In the absence of the CNM2 for: Bed Management; Staffing; Clinical Practice; Standards Quality and striving for safer better healthcare; Maintenance of budget
Principal Duties and Responsibilities:

PATIENT ACCOMMODATION Assist the CNM2, CNM3 or Directorate Nurse Manager in the absence of the CNM2 in the implementation of the bed management policy by: Managing the utilization of patient accommodation in terms of placement of patients; deciding how to organise and plan admission of patients and ensuring that such activities are carried out appropriately; alerting the CNM2 to any problems which the policies/practice or decisions of medical staff are causing in the implementation of the bed policy; organise and plan patient care to pre-empt and avoid issues delaying safe and timely patient discharge.


WORK TO BE DONE AND WORKLOAD ESTIMATION

On a day to day basis the CNM1 will decide, with the CNM2, and allocate the work to be done by staff nurses, student nurses and healthcare assistants; ensure a systematic method for the assessment of individual patient needs and proper documentation; estimate workload based on patient nursing needs; promote attainment of each patient's individual nursing care needs by allocating appropriately.


STAFFING AND MANPOWER PLANNING

Prepares weekly duty rosters for each shift, considering holidays, study leave and other control limits; review and adjust rosters as necessary; advise CNM2 when staff levels fall below adequate levels; arrange staff meal breaks in consultation with registered nurses; support and supervise nursing and support staff; monitor late attendance and absenteeism; assist with planning and allocating nursing teams to meet workload and ensure continuity of patient care.


PERSONNEL

Promotes high staff morale and team spirit; ensures welfare and safety policies are adhered to; receives visiting professionals and lay visitors in the CNM2's absence; contributes to ward orientation for new staff; ensures staff practice within the code of the profession; reports and investigates incidents and complaints per hospital policy.


EDUCATION/STAFF DEVELOPMENT

Identifies training needs, contributes to development of training programmes, participates in planning, implementing and evaluating staff development to support clinical services; supports post graduate training where relevant; participates in induction training for new nursing staff; ensures policies are known and implemented; contributes to teaching and training of learner nurses.


CLINICAL NURSING PRACTICE

Uses a nursing framework to assess patient needs and plan appropriate care; ensures documentation and reporting systems are accurate; liaises with ward staff to complete procedural preparation; ensures accurate nursing reports accompany transfers; maintains clinical competence and may take a caseload; directs and mentors staff; orders stores and supplies.


STANDARDS AND QUALITY OF CARE

Safeguards patient welfare; promotes National Standards for Safer Better Healthcare; monitors quality indicators and ward audits; ensures staff understand and adhere to standards; checks quality of work; monitors outcomes and safety; ensures HIQA hygiene standards; participates in ward audits.


BUDGETING

Maintains stock levels, encourages economical use, assists with rosters and staffing within budget; orders bank staff considering workload and budget.


SELF DEVELOPMENT

Maintains ongoing professional development; keeps personal development records; participates in annual appraisal; discusses performance and development needs with management.

Qualifications

Selection Criteria: Outline the qualifications, skills, knowledge and/or experience needed for successful discharge of responsibilities. Applications will be assessed on how well candidates satisfy these criteria.
Mandatory:

1. Statutory Registration, Professional Qualifications, Experience, etc
Eligible applicants must be registered in the relevant division of the NMBI or entitled to be registered; have at least 3 years post-registration full-time experience (or equivalent) with 1 year in the speciality or related area; have the capacity to discharge the functions of the role; evidence of Continuing Professional Development.
2. Annual registration: maintain live annual registration; verify annual PSAC with NMBI.
3. Health: must be fully competent and capable of performing duties in good health.
4. Character: must be of good character.


Desirable: A management course is desirable; previous management experience.
