Summary of the Business
The State Claims Agency (SCA) Enterprise Risk Management Unit (ERMU) has an exciting opportunity for an individual wishing to work in the area of risk management. The ERMU, which consists of professionals from engineering, science, public health and life and social science backgrounds, is proactive in identifying and analysing State authorities key strategic and operational risks and working with them to mitigate the associated claims exposures.
Role Summary
The successful candidate will engage at both national and local levels with State authorities, including the Health Service Executive (HSE), voluntary healthcare providers, Tusla, the Defence Forces, An Garda Síochána, the Irish Prison Service, Government Departments, Agencies and Bodies, and selected school sectors. The role involves leading risk management initiatives aimed at preventing incidents or events that could result in claims. A key focus of the role is the prevention of injury to staff, service users, students, members of the public, visitors, contractors, and others. Candidates will also provide specialist advice on property-related risks, including estates, and other State‑owned lands and infrastructure. The successful candidate will play a pivotal advisory role across a broad range of areas, including operational risk, corporate governance, indemnity and insurance, health and safety, property and fleet management, fire safety, and environmental management.

The publication of Risk Research Reports focusing on incident and claim trends including Slips, Trips and Falls, Needlestick and Sharps and Violence Harassment and Aggression.
Joint National initiatives with the Health and Safety Authority including guidance on the managing health, safety and welfare in post‑primary schools, exposure to sensitive content and Work Positive CI a psychosocial risk management process for managing work related stress and critical incident stress.
Guidance on Indemnity and Insurance to assist public bodies in identifying and reviewing insurance requirements.
Guidance on machine guarding, fleet management and statutory inspections.
Review of radon, asbestos, mould and noise management across State buildings and development of guidance.
Fire safety management reviews and guidance. Including fire register, emergency planning and risk assessment guidance.
Government Circulars on Blended working, Management and Maintenance of Accommodation and procurement.
Principal Accountabilities
Providing specialist advice and support across property, including heritage sites, fleet and occupational health and safety risk management.
Conducting on‑site visits, inspections, audits and reviews as appropriate.
Developing, sponsoring and supporting safety initiatives including property, fleet, and equipment initiatives.
Providing advice on risk management, indemnity and insurance, in particular in relation to compliance with regulatory requirements, construction, procurement and lease arrangements.
Sharing incident and claim learning with State authorities and national stakeholders to inform risk mitigation strategies at local and national level.
Providing advice on the development of risk policies, regulations and standards at national level.
Delivering education and training programmes.
Liaising with internal SCA stakeholders.
Experience
At least 5-10 years’ experience leading projects in a relevant area.
A degree (NFQ level 8) in science, public health, social science, risk management from a recognised establishment/authority or
An engineering degree (NFQ level 8), accredited by Engineers Ireland or an equivalent professional engineering body in another jurisdiction.
Following is desirable
A further qualification in fire safety, facilities and/or building management, fleet or equipment management, risk management, occupational health and safety, insurance would be an advantage.
A knowledge of ISO 31000, ISO 45001, ISO 14001, Code of Practice for the Governance of State Bodies.
