Clare County Council (Comhairle Contae an Chláir) is the authority responsible for Local Government in County Clare, operating from Áras Contae an Chláir, New Road, Ennis.
The council and its four municipal districts (Ennis, Shannon, Killaloe, and West Clare) deliver a broad range of services across the county.

Assistant Planner
.
A panel will be formed following the interview process and may be extended for a further period of 6–12 months.
Job Description
An Assistant Planner is responsible for working as part of a multi-disciplinary planning team to implement programmes and provide a range of planning and related services.
The Assistant Planner will work closely with elected Councillors to deliver the full range of services and implement local policy decisions and will report to the Executive Planner or a nominated senior employee.

Essential Skills & Experience
Experience in analysing new and emerging national and/or regulatory policies and guidelines in a planning context, and assessing their implications.
Experience in assessing planning applications and pre-application proposals against applicable policies and regulations.
Knowledge of planning legislation, practices and key relevant European Directives.
Knowledge of planning issues in County Clare and its wider region.
Ability to work positively as part of a multi-disciplinary and multi-cultural team.
Planning, operational and project management skills.
Knowledge of local government structure and services, particularly in relation to planning and development.
Time-management and organisational skills to deliver competing demands within prescribed timelines.
Good knowledge of statutory health and safety obligations and their workplace application.
Good analytical and IT skills.
Planning and organising skills.
Report writing and presentation skills, and the ability to communicate clearly with others.
Self-sufficiency, capability to evaluate proposals, identify improvements, and adapt to change.
Ability to manage deadlines and handle multiple tasks effectively.
Capability to work in close consultation with key stakeholders and seek co-operation and consensus with a range of bodies.
Excellent interpersonal, communication and influencing skills.
Experience in providing information on demand patterns and activity, and in scheduling or programming work.
Focus on the customer, service improvement and ownership of issue resolution.
Proven ability in analysis and decision-making and in delivering results.
Desirable Skills & Experience
Hold a current full Class B driving licence, without endorsements, and be able to provide and maintain a vehicle as required.
Duties
Assess planning applications and pre-application proposals against Council policies, providing recommendations and policy responses.
Assist in preparing, implementing and monitoring development plans, local area plans and schemes and in preparing reports for the Chief Executive and Council.
Assist in monitoring and reporting on implementation progress, including gathering and analysing development and market activity.
Provide advice to the Chief Executive, relevant committees, and individuals or groups on planning-related issues.
Assist on regional planning matters as requested and report regularly on such issues.
Assist in the procurement and management of consultants.
Carry out planning and ancillary duties as assigned and support senior personnel across all service areas.
Assist in preparing and managing programmes and budgets.
Identify opportunities for improvements and efficiencies in service delivery.
Maintain and actively develop a culture of health and safety in the workplace.
Ensure compliance with health and safety legislation and Clare County Council's Safety Management Systems.
Ensure works comply with all relevant legislation, including planning and procurement requirements.
Develop and implement in-house quality management systems.
Deal efficiently, professionally and effectively with residents, businesses, community groups, elected members, local authorities, Government Departments and stakeholders.
Liaise with and respond to other local authorities, Government Departments and statutory agencies.
Compile, prepare and present reports to a variety of stakeholders.
Participate in and support the management of a planning/administrative workforce and associated issues, including PMDS.
Deputise for the Executive Planner or other senior grade when required.
Undertake any other duties of a similar level and responsibility, as may be required or assigned from time to time.
Qualifications for the Post
Candidates shall be of good character and in a state of health with a reasonable prospect of rendering regular and efficient service.
The following academic and experience criteria are essential:
Hold an honours degree (Level 8 or higher in the National Framework of Qualifications) in Planning.
Have at least two years of satisfactory experience in planning work.
Possess a high standard of technical training and experience in the planning field.
