ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.
The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer‑term strategic areas by master‑planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Key Objectives:
The Investment Manager – Financial Modelling role will sit within the LDA’s Investment Function and be responsible for overseeing and strengthening the agency’s investment modelling capability.
The core purpose of the role is to design, implement and manage a robust and scalable financial modelling framework that supports investment decisions, project delivery strategies, funding structures and long‑term corporate planning. This function will act as the organisation’s modelling expertise, maintaining technical standards, ensuring quality assurance, and aligning outputs with business objectives.
A key objective is to implement and maintain standardised modelling templates for development & investment projects, while reviewing and overseeing bespoke models for new business opportunities, delivery approaches and capital structures.
Working closely with the Investment, Finance and Cost Management teams, the role will provide financial insight to support senior decision‑making and ensure alignment with budgeting, reporting and governance requirements.
Reporting to the Senior Investment Manager, the role offers responsibility for managing and evolving the agency’s modelling infrastructure as delivery ambitions expand.
Key Responsibilities:
Oversee the development and maintenance of financial models for real‑estate developments, phased programmes and funding structures.
Manage and review modelling templates, standards and controls across projects.
Review bespoke models supporting business cases, delivery structures and capital arrangements.
Maintain model integrity through structured review, documentation and version control processes.
Collaborate with Investment, Finance and Cost Management teams to validate assumptions and strengthen projections.
Co‑ordinate with existing Investment Senior Managers to develop and evolve the financial outputs for internal approvals, investment committees and funding submissions.
Knowledge & Experience:
5‑7 years’ relevant experience in financial modelling, corporate finance, real estate investment, development finance or infrastructure.
Strong experience building and reviewing complex financial models from first principles.
Solid understanding of development appraisals, funding structures, capital stacks and cash flow modelling.
Experience implementing modelling standards and structured templates.
Exposure to PowerBI or other reporting/visualisation tools would be advantageous.
