Job Summary
The Contract Manager directs contract operations to ensure effective administration of contracts.
They are responsible for implementing work procedures, automated contract management systems, and training assigned personnel to support contract administration.
Major Responsibilities
Develop and implement a Contract Management Program that aligns with work procedures and the Subcontract/Contract Management Manual.
Analyse contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work; recommend mitigation and monitor remedial actions.
Manage the pre-award process through Bid, Evaluate and Award.
Develop bid tabulations, bidder recommendations, and select bidders within delegated authority.
Develop and manage mechanisms to monitor compliance with contract terms and conditions.
Work with the project team to identify constructive contract changes, and recommend resolution.
Develop and manage a procedure to recognise and identify contract claims as they develop, and manage their timely resolution under the changes provisions, obtaining claims and legal expertise as needed.
Provide the Site Manager with reviews and analysis of contract financial data.
Adhere to contract insurance provisions and ensure requirements are implemented.
Perform other duties as required by Bechtel management.
Education and Experience Requirements
Bachelor's degree (or international equivalent) and ***** years of relevant experience or ***** years of relevant work experience.
Required Knowledge and Skills
5+ years' experience in contract management, administration, and NEC experience.
Proven track record of conducting contract management in major rail projects or projects of similar scale/complexity.
Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
Thorough knowledge of contract administration, home-office and field procedures and documents relating to a multi-discipline construction project.
Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
