About the Employer:

Dublin is an international capital city and is the economic engine of the region and the State. Dublin City Council has a unique and critical role in local government: it is the largest local authority in Ireland, with 63 Elected Members representing and serving 588,000 people in the city area. It plays a pivotal role in the provision of services to the almost 1.5 million people in the Dublin Region, and in ensuring that the city can welcome and support a large number of visitors on a daily basis for employment, business, recreation and tourism.

Dublin City Council takes the lead role in shaping the strategic vision of Dublin as a dynamic and sustainable city and seeks to continually enhance the city's attractiveness as a place in which to invest, to work, to live and to visit.

With an annual expenditure of almost €1.8 billion (revenue and capital) and a workforce of 6,000 (FTEs), the City Council provides a diverse, multi-layered and evolving range of services and infrastructure to both citizens and visitors to Dublin that sustain the life of the city. These services include the provision of housing, planning, development, economic, environmental, roads and traffic, fire and emergency, leisure, cultural and community services. Many of these services, including traffic, drainage and fire and emergency services are provided on a regional basis for the Greater Dublin Area

The continuing development and renewal of the city's infrastructure, urban fabric and facilities, in conjunction with other public authorities, is a key feature of the Council's role and an essential support to the national economy. The Council has a critical role in supporting the economic growth and development of the city and its cultural and recreational life, and makes a major investment in social inclusion and community development through a wide range of housing, community and area-based services. The Council is increasingly exploring new and innovative ways to tackle city challenges, particularly as they relate to climate and sustainability, and to deliver services while meeting citizens' changing expectations, achieving efficiencies, and continuing to meet the demand for increased accountability.

About the Role:

The Executive Manager is a senior leadership position in the Council and is an exciting and challenging role for an experienced manager and may be assigned responsibility in any area of the Council's activities. The successful candidate will be expected to contribute to the development and implementation of forward thinking strategies and to work closely with the elected Councillors and the Council in delivering the full range of services provided to the highest standard. They will be aware of the environment in which the Council operates and be capable of demonstrating the necessary vision, leadership and experience necessary for the position.

The Executive Manager supports the Chief Executive in advancing the physical, economic, social and cultural life of the City and in developing and overseeing the organisational structures and resources needed to deliver an extensive range of services to the public in a cost effective and efficient manner.

The Executive Manager generally manages large multidisciplinary teams and budgets, both capital and operational. They will be required to manage and lead their functional areas in a strategic manner and implement change programmes. Organisational innovation and continuous improvement are significant priorities for Dublin City Council as Local Government reform is embedded and the development and use of smart technologies are used to enhance service delivery.

The successful candidate will play a key role in supporting the Council members in fulfilling their statutory and representative functions in accordance with principles of good governance. This includes working effectively with Council members providing policy support, keeping Councillors informed and developing proposals for agreement by the Members prior to implementing in their area of responsibility.

External relationships are important to the effective delivery of services by the Local Authority and the Executive Manager plays a vital role in networking and engaging with a broad range of stakeholders including representatives of the Department of Housing, Local Government & Heritage, State Agencies, business owners, community and voluntary groups and the citizen.

About You:

The ideal candidate shall have the following Skills and Experience:


• An ability to work with and lead multi-disciplined teams, and to motivate, empower and encourage staff under their control, with all its attendant diversity and conflicting demands, to achieve maximum performance and added value;


• Good awareness of the current political environment and the ability to work closely with the elected Councillors to deliver the full range of services and implement policy decisions;


• A developmental view of local government, which encourages involvement and optimises local democracy and use of existing powers and functions;


• A high level of understanding of the potential and opportunity for innovation and new technology to transform City Council service delivery;


• A high level understanding of corporate governance, corporate strategy, risk management and change management;


• A demonstrable strong track record and relevant management experience at a sufficiently high level;


• Strong interpersonal and communications skills;


• The capability to work in close co-operation with the City Council, the Strategic and Area Committees and other City Council Departments while being able to seek co-operation and consensus from a wide range of bodies and representative groups;


• A career record that demonstrates a high level of competence in the management of staff, customer orientation, conceptual and analytical thinking, initiative and the management skills necessary to lead and foster change, while optimising the contribution to the achievement of organisational goals and objectives;


• The ability to deploy financial resources to gain maximum benefit and output within a budgetary control framework;


• Good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace;


• An understanding of the role and duties of managers in safety management in the workplace.
