Position Purpose/Summary
Responsible for administrative and technical work of various federal, state, and municipal programs of the Office of Housing & Community Development. Work is performed with considerable latitude for independent action and decision in accordance with accepted practices adapted to federal, state and municipal requirements and guidelines and previously approved programs. Work is performed under the administrative direction of the Deputy Development Officer for Housing, Community Development and Neighborhood Services, or designee, who reviews work through reports and conferences. No supervision is exercised over other employees.
Essential Functions
* Oversees and implements various Office of Housing programs, including but not limited to: Long-term compliance monitoring for HOME funded projects, Heating System Repair/Replacement Program, Down Payment Assistance Program, Emergency Repair Program and disposition of City properties.
* Intakes and qualifies individuals for eligibility for departmental programs.
* Develops and maintains electronic tracking systems for programs.
* Oversees contract administration and maintains files on clients, grantees, referral agencies, developers and program agencies.
* Corresponds with developers and/or subrecipients regarding compliance requirements, handles review of compliance related documents, performs on-site compliance monitoring visits and schedules inspections.
* Assists in the development of agreements and application requirements.
* Keeps abreast of current trends and appropriate developments in program responsibilities.
* Responsible for promotion of programs including outreach and public events, provides assistance to callers and walk-in customers.
* Performs related work as required.
Knowledge, Skills, And Abilities
* Thorough knowledge of departmental programs, functions, and operations as they related to this position.
* Thorough knowledge of the federal, state and municipal guidelines and regulations involving the Office of Housing programs.
* Considerable knowledge of social and economic factors involved in the development and implementation of housing rehabilitation, energy conservation, property management and loan programs.
* Ability to generate analytical reports and reconcile detailed records.
* Ability to establish and maintain effective working relationships with government officials, contractors, subrecipients and the general public.
* Ability to assemble, evaluate, develop and analyze data in a wide variety of fields, and based upon this work, to make recommendations affecting policies and procedures.
* Ability to express oneself clearly and concisely both orally and in writing.
Education And Experience
* High school diploma or equivalent, supplemented by course work or experience in public administration or related work.
* Considerable experience in program coordination involving the disposition of real estate, federal funding compliance, housing rehabilitation, energy conservation or a related field.
