Position
The Librarian position is a frontline supervisory role with responsibility for managing the performance of a section or function within the Library Services of the Council. The person works as part of a multidisciplinary team, assists with the implementation of work programmes, and supports a wide range of library services.
Qualifications
* Good character and a state of health that allows regular and efficient service.
* Citizenship: by the date of any job offer, must be a citizen of the European Economic Area, the United Kingdom, Switzerland, or a non‑EEA citizen who meets specific visa or protection criteria as outlined.
* Education and Experience:
o Hold a degree (level 8) in Library and Information Studies.
o Have satisfactory experience of library work and at least two years relevant experience.
o Strong understanding of the role of a Librarian, commitment to continuous professional development and public service.
o Demonstrated judgement, supervisory management, decision‑making skills, and capacity in financial and ICT systems.
o Strong interpersonal and communication skills, capable of representing the Council professionally.
o Experience in collection development, acquisitions, cataloguing, and classification.
Duties and Responsibilities
The duties of the post include supporting the Senior Library Team, developing library services, supervising employees, managing demands within a team, providing motivation and support, ensuring compliance, communicating effectively, delivering workflows, promoting services across digital platforms, managing building and safety, preparing reports, and carrying out administrative and bibliographic duties.
* Support the Senior Library Team in implementing work programmes aligned with the National Public Library Strategy and local development plan.
* Develop, support and promote library services including quality customer service, cultural programming and library events.
* Supervise employees in supporting roles up to Senior Library Assistant.
* Manage conflicting demands and prescribed timelines.
* Provide ongoing motivation and support to employees, identify training and development needs.
* Ensure full compliance with organisational policies and procedures including grievance, disciplinary and attendance management.
* Communicate and liaise effectively with colleagues, managers and customers.
* Deliver and supervise daily workflows and service objectives using financial management and ICT systems.
* Promote and market library services across traditional and digital platforms.
* Manage library buildings, health and safety, GDPR and child protection.
* Compile, prepare and present reports.
* Carry out administrative, bibliographic and budget management duties, including data collection, analysis, report writing and financial reconciliation.
* Perform duties that enhance public trust, confidence and impartial decision making.
Work Base
Cavan County Council reserves the right to assign you to any premises in use by the Council, now or in the future.
Salary
Remuneration will be at the Librarian Scale of the national wage scales. The present minimum scale is €51,422 increasing to €61,865 per annum (including LSIs) with annual increments subject to satisfactory performance via PMDS.
Garda Vetting and Child Protection
Successful candidates will be subject to the Garda Vetting Procedures.
Annual Leave
The annual leave entitlement for this post will be 30 days per annum. Granting of annual leave, payment for annual leave and arrangement from public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997.
Working Hours
The post entails a wide range of duties which require maximum flexibility and will be based on a 35 hour week, involving regular evening and weekend attendance where necessary.
Pension
The Local Government Superannuation Scheme applies.
Acceptance of Offer of Employment
Cavan County Council shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month. If they fail to take up the appointment within such period, Cavan County Council shall not appoint them.
Probation
The successful candidate shall be required to be on probation for an initial period, as determined by the Council. This period may be extended at the discretion of the Council.
