Job Overview
This role supports the delivery of capital and revenue work programmes within a utility company's network.
The team's objective is to ensure that appropriate standardised costing units are developed and maintained to allow planned work to be costed and financed realistically, across various civil & electrical engineering projects; such as substation and infrastructure developments, cabling and overhead line works, and associated maintenance tasks, for all voltage levels.
Main Responsibilities:
* Lead the costing function within the team and be responsible for developing and maintaining unit cost estimates for all related programme and project works.
* Ensure that all work projects and programmes have been costed using accurate cost estimates, particularly in support of the price review submission and capital approval cost review process.
* Create and maintain strategic corporate systems (IWM) of all costing units - CUs and BPOs.
* Provide key costing inputs into the price review processes.
* Analyse cost variances between PR5 allowance, technical approvals, and final CA project costs, and report findings to improve accuracy of future cost estimates.
* Engage with designers, asset managers, planners, and project leaders to identify improvements in cost performance and cost estimating.
* Develop and maintain standard costs/charges for generators connecting to the system for regulatory approval.
* Manage and maintain master table unit costs data in SAP for WP planning and reporting of spend against allowance.
* Carry out post-completion reviews to ensure accuracy of costs in IWM.
* Monitor programme delivery and cost to ensure the company meets funding availability.
Required Skills and Qualifications:
A degree in Quantity Surveying or equivalent is required.
A minimum of 5 years of relevant work experience is essential, with a proven ability to deliver initiatives and projects.
A commercial mindset, strong analytical skills, and excellent interpersonal and report-writing skills are necessary.
Experience in unit cost estimating, project cost development, and budgetary planning is also required.
A logical approach to problem-solving, combined with the ability to build and maintain strong relationships with stakeholders, is essential.
The ability to understand and make decisions based on financial, safety, and technical risks is also required.
Strong leadership skills, with significant experience of working independently and taking ownership of work, are necessary.
The ability to deliver high-quality work to tight deadlines is also required.
Proficiency in Word, PowerPoint, and Excel is necessary, as well as a full clean EU driving license due to travel requirements.
Desirable qualifications include Chartered Engineer status or MRICS/MSCSI registration.
