Purpose of the Post:
In Ireland, the Model of Care for termination of pregnancy services came into effect in January 2019, following the enactment and commencement of the Health (Regulation of Termination of Pregnancy) Act 2018.
The Clinical Midwife Manager 2 will be accountable and responsible for co-ordinating the Pregnancy options / TOP service at the Midland Regional Hospital Portlaoise, in collaboration with the Consultant Obstetrician & Gynaecologist and Senior Midwifery Management team.
The Clinical Midwife Manager 2 will be committed to ensuring the provision of a high quality, safe, termination of pregnancy services that respects the dignity of the pregnant woman and the MDT (HSE, Model of Care, Termination of Pregnancy Services, 2023).
The Clinical Midwife Manager 2 will provide clinical expertise and support to the midwifery / nursing staff working at the Midland Regional Hospital Portlaoise, with specific responsibility for planning and co-ordination pregnancy options / TOP clinics and services.
The Clinical Midwife Manager 2 will be responsible for developing the clinical care pathway and model of care for this service, ensuring that it is underpinned by the core values of patient's right to privacy and confidentiality, autonomy and agency and health and wellbeing and compliant with the Health (Regulation of Termination of Pregnancy) Act 2018.
Additionally, the Clinical Midwife Manager 2 will have a pivotal role in the maternity ward regarding service planning, co-ordinating, and managing activity and resources within the clinical area and with responsible for quality assurance, resource management, staffing and staff development, practice development, facilitating communication and professional / clinical leadership.
Eligibility Criteria, Qualifications and / or Experience:
* Statutory Registration, Professional Qualifications, Experience, etc.
* Eligible applicants will be those who on the closing date for the competition: -
* Are registered in the Midwives Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.
AND
(ii) Have at least 5 years post registration experience (or an aggregate of 5 years full-time post registration experience) of which 2 years must be in the speciality or related area of Midwifery.
AND
(iii) Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
AND
(iv) Candidates must demonstrate evidence of continuous professional development.
AND
* Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.
* Annual Registration
* On appointment, practitioners must maintain live annual registration on the Midwives Division of the Register of Nurses & Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus Cnáimhseachais na hÉireann).
AND
(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
* Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
* Character
Candidates for and any person holding the office must be of good character.
Post Specific Requirements:
Demonstrate depth and breadth of experience in nursing / midwifery management as relevant to the role.
