Job Title: Senior Assurance Specialist
\
The Senior Assurance Specialist will play a key role in guiding and supporting the assurance team. The ideal candidate will have experience in public sector e-procurement and constraints, with a good understanding of business and procurement management systems.

Key Responsibilities:
\
1. Work closely with project controls, procurement operations, and procurement leads to support assurance activities.
\
2. Act as a point of contact for assurance-related queries.
\
3. Help create projects' procurement policies and strategies.
\
4. Contribute to the development of the procurement code.
\
5. Aid the procurement team in following standards for commercial policy & assurance, including maintaining updates and sharing best practices, setting out assurance processes, procedures, and templates.
\
6. Ensure that clients' commercial assurance plans align with approval processes and provide feedback.
\
7. Assist in developing and maintaining plans, controls, and information systems to ensure timely delivery of assurance activity.
\\[li]Provide summary assurance statements and logs of issues to be addressed.\
8. Support the planning and coordination of LoD activities with the PMO team, ensuring documents are organized and version-controlled.
\
9. Provide accurate updates on progress to leadership and project controls through monthly reports.
\
10. Join progress meetings to discuss procurement and assurance updates.
\
11. Assist in planning resources for the assurance team and contribute to a positive team culture.
\
12. Ensure familiarity with EU procurement directives, Irish Law, and best practices.
\
13. Participate in training activities.
\
14. Familiarity with Target Zero principles for health, safety, and wellbeing, and encourage others to do the same.
\

17. Help manage stakeholders to support an effective assurance process.

20. Qualifications:
\
21. 10+ years' experience of public sector e-procurement and constraints.
\
22. Good understanding of business and procurement management systems.
\
23. Experience with procurement of European procurement directives, EU public/utilities civil, contract law and construction procurement as a client or for client bodies.
\
24. Knowledgeable understanding of business and procurement management systems.
\
25. Experience within procurement and contract management functions in a range of construction, engineering and service-oriented areas and in a demanding safety critical environment.
\
26. Skills:
\
27. Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
\
28. Knowledge and understanding of the complete procurement contract management and supplier relationship management cycle.
\
29. Knowledge of the NEC and other standard contract forms and commercial risks.
\
30. Proficient in Microsoft Office applications.
\
31. Ability to protect the confidentiality, integrity and availability of corporate information from unauthorized disclosure, modification or destruction.
\
32. Never knowingly put the company's information or information systems at risk.
\
33. Demonstrate expertise in authorizing, documenting, and upholding technical standards, guidelines, and workflows.
\
34. Ability to identify gaps in information governance and suggest recommended solutions.
\
35. Strong attention to detail and accuracy in developing structured documentation and ensuring compliance with standards.
\
36. Excellent communication and collaboration skills, with the ability to translate complex information management concepts into clear, actionable guidance.
\
37. Ability to assess, refine, and continuously improve information management protocols and documentation.
\
38. Ability to work effectively in a team environment.
\
39. Ability to coordinate and communicate important information across team.
\
40. Ability to develop long term relationships with all team members and effectively balance people and processes.
\

43. Formal Education Qualifications:
\
44. Minimum level 8 degree in engineering, construction or a related subject matter or equivalent experience.
\
45. Advanced Diploma in Public Procurement Law (King's Inns) or equivalent is desirable.
\
46. Professional Memberships:
\
47. Professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS).
\
48. Membership of Institute of Management Consulting or Association of Project Management, Project Management Institute (PMI).
