Contract Administrator/Quantity Surveyor Dublin BACKGROUND The company is a large multinational engineering consultancy that undertakes works in the highway and public realm and transportation areas.
THE PROJECT The Project involves the provision of technical advice and any other services to support the clients requirements in connection with highway infrastructure operations and maintenance.
The services provided include the following: Undertaking day to day contract management and performance monitoring activities, including periodic audits on existing tunnel systems and operations, as well as Motorway Traffic Control Centre operations and compliance by the O&M Contractor with existing contract requirements; Development and management of detailed contract variations or task orders in respect of tunnel life cycle renewal and upgrade activities; Administration and monitoring of PPP Contracts including checking of key documentation deliverables and the carrying out of periodic audits and checks on existing tunnel and motorway service area facility systems and operations; Providing advice on matters relating to NEC4 Contract administration or any other contract that may be entered into in respect of a tunnel/service area; Providing advice on and monitoring compliance with Tunnel Safety Directive obligations across all tunnels on the national road network; Providing project and programme management services in connection with the clients schemes which impact the Projects facilities and their operation; Overseeing contractor NEC/PPP project costs and assessing payment submissions; and Additional ad hoc advice as may be required in relation to the services provision.
THE ROLE The individual will report to and support the Commission Manager in delivering services to the client(s).
The individual will work as a key part of a small core team drawing on specialist and experts from various disciplines as required.
The individual would ideally have experience in a contract administration role and some experience in managing disparate projects, ideally in the highway, transportation or construction industries.
They must be able to work effectively with limited direct supervision, have excellent written communication skills and have a good understanding of project management techniques.
The duties include: Undertaking the regular NEC contract payment assessment and preparing the payment certificates.
Overseeing and monitoring project costs to ensure that projects are completed within budget.
Evaluating quotations, cost estimates, budgets, and bills of quantities for our projects.
Managing NEC4 contract, including interpreting contract clauses, managing early warnings, and assessing compensation events.
Analysing and assessing variations, managing claims in compliance with NEC guidelines, and ensuring timely resolution of any contract issues.
Conducting analysis of contractor costs and risk assessments for ongoing projects.
Overseeing procurement processes and contractor performance.
Preparing and presenting detailed reports on project financial performance.
Ensuring compliance with relevant regulations and standards.
Assisting in the preparation of contract documents and managing contract variations.
Drafting and reviewing communications and correspondence to contractors.
Engaging and coordinating the input of specialists from internal project teams and external resources.
Reviewing submissions by the Contractor for compliance in connection with Task Orders and Contractual requirements.
Proposing alternatives for expediting / recovering of project schedules with contractors for presentation to and agreement with the client.
Conducting Risk Reduction meetings and recording actions and mitigations agreed.
Monitoring contractual compliance by the contractor and early identification of issues and problems.
Developing in liaison with others a programme of audits, inspections and checks and coordinate the internal and specialist resources required to deliver the programme.
Reviewing all requests for compensation by the Contractor for extra work and co-ordinate their further review and approval.
Preparing and assisting with the undertaking of periodic reviews of the contractors services and preparing a report with findings and recommendations to highlight non-conformance and effectiveness of the quality system.
Ensuring internal procedures and processes are mapped, formalised and amended when necessary.
Mentoring junior team members and managing the delivery of their work.
Developing and delivering progress reports, analyse results and troubleshoot problem areas.
QUALIFICATIONS AND EXPERIENCE The successful candidate should meet the following minimum requirements: A level eight qualification recognised by the National Framework of Qualifications/Quality and Qualifications Ireland (QQI), or other equivalent qualification, in the field of quantity surveying, engineering, construction management or related field; and 10 years post-graduate experience in working with infrastructure projects.
Ideally, the candidate will have experience working in the management of the operation and maintenance of infrastructure facilities.
LANGUAGES Fluent in written and spoken English.
