About the Land Development Agency
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner. It supports the creation of thriving communities and delivers ongoing positive social impact.
The LDA is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It can also borrow up to €1.25bn.
The LDA has commenced construction on several projects on State land and has a delivery pipeline in excess of 17,000 homes. It works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative.
The agency is also working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.
The Role
This is a key role within the LDA and offers a fantastic opportunity to advise on insurance considerations for the Agency and a wide-ranging project across the country.
The successful candidate will work closely with the Insurance Lead and be responsible for assessing and advising on insurance considerations to support the acquisition, construction, and asset management of a large portfolio of residential and non-residential assets.
The ideal candidate will have broad insurance sector experience and possess the necessary technical and commercial insurance acumen to assess, advise, and minimise key insurance risks associated with the purchase, lease, and management of the LDA's asset portfolio and corporate insurance requirements.
This includes an understanding of key insurance risks and insurances available to mitigate the LDA's insurance risks across its portfolio and business operations.
Role Responsibilities/Duties
* To assess and manage key insurance risks across the Agency, procure appropriate insurances, and implement insurance risk mitigation strategies.
* Negotiate, price, and arrange insurance policies on behalf of the LDA through its insurance brokers in respect of its portfolio.
* Provide advice on all insurance matters arising in the course of the Agency's business activities, including:
1. Recommendation of appropriate levels of insurance cover.
2. Supporting the LDA Management, Strategic Planning, Development, Construction, and Asset Management teams with determination and procurement of insurances.
3. Acting on the LDA's behalf, engaging directly with Participating Institutions, insurance providers, developers, design teams, contractors, and third parties in relation to insurance issues and creating new bespoke solutions.
4. Assessing and reporting on any insurance risks, including uninsurable risks, as and when they arise, and recommending appropriate insurance cover/protection.
5. Introducing systems to capture relevant insurance-related data across the LDA's activities and utilising this information to create and develop a detailed insurance profile of the LDA's activities.
6. Completion of cost-benefit assessments of Owner Controlled Insurance Policies (OCIP) vs Contractor controlled insurances and cost-benefit analyses of Project Specific Professional Indemnity Insurances Vs Consultants/Contractors/Subcontractors insurance policies.
7. Administering and managing insurance policies.
* Managing all matters in respect of any insurance claims on the LDA's behalf.
* Assessing and recommending insurance/development bond requirements.
* Reviewing and determining third-party indemnity and co-insurance requests.
* Maintaining regular contact with key stakeholders, such as developers, contractors, design teams, tenants, management companies, suppliers, and other stakeholders, regarding insurance considerations.
* Reviewing the LDA's asset and project portfolio and advising on all insurance-related matters.
* Reviewing and assessing Health and Safety, Building Regulations, and any other applicable legislation applicable to the insurance considerations across the LDA's asset portfolio.
* Identifying, managing, and mitigating insurance risk. Working proactively with LDA business units to implement appropriate insurance risk mitigation measures and reporting on them, continuously improving the measures where necessary.
* Providing insurance support and advice at all levels across the LDA to support the LDA's activities.
Person Specifications
* More than 10 years' experience in insurance advisory with specialism in the construction and property insurance sector.
* CIP/CII qualified insurance professional.
* Experience in the placement and management of corporate and development insurances and risk transfer programmes.
* Excellent relationship management skills and high level of technical proficiency to enable communication in technical terms with relevant personnel.
* Detailed knowledge of the issues and developments and current thinking in relation to best practice in respect of construction/corporate insurances.
* The ability to provide practical insurance advice grounded in the reality of the context in which the LDA operates.
* An excellent communicator, responsive, and innovative, highly organised.
* A must-have own car and full, clean driving license.
