Join a leading organisation in Belfast as a Procurement Project Advisor. This role is essential for delivering high-quality procurement services across the organisation, supporting the aim to provide best-in-class public services across Northern Ireland.
Day-to-day of the role:
* Drive efficient and effective procurement activity in line with legislation, policy, and best practice.
* Support the Category Manager/Procurement Lead and stakeholders to deliver programmes and projects aligned with procurement pipelines.
* Collaborate with stakeholders to design robust procurement and commercial strategies, leveraging category expertise and market intelligence, and delivering value for money.
* Advise colleagues and clients on potential risks within allocated categories and markets and help develop appropriate mitigations.
* Prepare and review procurement documentation to ensure professional, high quality, and compliant processes are published to the marketplace.
* Build strong relationships with internal and external stakeholders, acting as a trusted procurement advisor to support project and programme delivery.
* Assist Contract Managers in monitoring supplier performance against contractual agreements and service levels.
* Embed sustainability and equality objectives into procurement activity and decision making.
* Undertake any other duties as required.
Required Skills & Qualifications:
* Minimum of 2 years' experience working in a procurement function/department in a large organisation.
* Studying towards CIPS Level 4 or a commitment to complete within two years from the date of appointment.
* Proven track record of delivering procurement benefits such as savings, efficiencies, sustainability, cost-avoidance.
* Practical experience of managing tender exercises from identifying the need to contract award, including the use of online tendering portals to manage procurement processes.
* Knowledge of drafting and applying contractual and commercial terms and conditions.
* Proven ability to analyse and interpret multiple data sources to support informed decisions.
* IT proficient with the use of Microsoft Office to include Word, Excel, and Outlook.
* Excellent communication skills both written and verbal - with the ability to communicate with stakeholders at all levels.
* Ability to manage and prioritise a busy workload while adhering to strict deadlines and working under pressure.
* Ability to work on your own initiative as well as part of a team.
* Flexible approach to work, and willing to adapt to changing priorities and organisational needs.
Desirable Criteria:
* Experience working with the Public Contracts Regulations 2015 or the Utilities Contracts Regulations 2016.
* Awareness of the Procurement Act 2023 and its implementation.
* Attained Level 4 or higher CIPS qualification.
