This Chief Executive is responsible for the strategic and functional management of the Agency and its staff in the fulfilment of its remit.
Reporting to the Chairperson and the Board, the CEO will oversee all aspects of the operations of the Agency, relating to the management and storage of NORA's Oil Stocks and the administration of Ireland's Renewable Transport Fuels Obligation and other responsibilities in the Renewable sector.
Main Duties of the Job
1. Strategic Management of the Agency
The CEO has the primary responsibility for the strategic management of the Agency including in particular:
a) Managing the delivery of the Agency's remit (management of oil stocks and storage, administration of the RTFO etc.) to meet its corporate objectives and in line with established Government policy.
b) Managing the business of the Agency in a manner that ensures it is in compliance with all prevailing legislation, with particular emphasis on Health, Safety and Environmental legislation in the Agency's oil storage operations, and in particular, in the Agency's directly operated terminals.
c) Developing and implementing the Agency's strategy statement and 5-year strategic business plan, including annual budgeting and key commercial plans to meet the Agency's needs.
2. Reporting to the Board
The CEO, by virtue of their appointment and in accordance with the terms of the NORA Act ****, is an executive member of the Board and reports to the Chairperson and the Board in the fulfilment of the CEO duties.
Board meetings are held at least 5 times per year.
3. Corporate Governance, Regulatory Compliance and Reporting
The CEO, reporting to the Chairperson and the Board, is responsible for ensuring that the business of the Agency adheres to strong corporate governance in accordance with the principles set out in the Code of Practice for Corporate Governance *****).
This will include the fulfilment of all functional and reporting requirements of the Code, in particular:
Management of Internal Audit and preparation of Statement of Internal Control
Chairperson's Report to the Minister
Annual Report and Financial Statements, duly audited and certified by the C&AG.

Information about the organisation
The National Oil Reserves Agency (NORA) is a state-owned company responsible for ensuring that Ireland meets its obligations under EU Legislation and International Energy Agency (IEA) rules to maintain a minimum of 90 days stocks of oil for use in the event of a physical shortage of supplies.
NORA is responsible for administering Ireland's Renewable Transport Fuels Obligation (RTFO), formerly the Biofuels Obligation Scheme (BOS), is the Competent Authority for aviation fuel suppliers under the ReFuelEU Aviation Regulations and is expected to be appointed as the administrator for the Renewal Heat Obligation (RHO) which is planned to come into effect in ****.
NORA was created as a standalone limited company under the National Oil Reserves Agency Act ****, under the aegis of the Department of Climate, Energy and the Environment.
The Agency is independently funded through a levy on oil sales imposed on oil companies under the provisions of the NORA Act ****.
Annual Levy income is c.
€120m.
Given this funding arrangement, NORA receives no income from the Exchequer.
NORA is a non-commercial state agency (a Designated Activity Company).
However, due to the nature of its business, it operates in a commercial business environment.
The CEO of NORA is also appointed as a Director of the Irish National Petroleum Corporation, a separate State Body with responsibility for the management of the ongoing and outstanding liabilities associated with the oil jetty in Bantry Bay.
