Morgan McKinley is delighted to be partnering exclusively with a leading Government-backed Semi-State organisation to appoint an experienced HR Business Partner to join its growing People & Culture team.

Reporting to the HR Business Partnering Lead, the HR Business Partner will play a key role in supporting the delivery of the People & Culture strategy by partnering closely with designated business units. The role will focus on providing proactive, practical HR support across the employee lifecycle, with a strong emphasis on policy development, governance, workforce planning, and organisational effectiveness.
This is a highly collaborative role requiring strong stakeholder management skills and the ability to influence and support decision-making at all levels of the organisation.
This role is based in Dublin City Centre and offer hybrid working.
Key Responsibilities
Act as a strategic HR partner to assigned business units, aligning people strategy with organisational priorities.
Support workforce planning activities, including forecasting, capability mapping, and organisational structuring in line with business needs.
Lead and contribute to the review, development, and implementation of HR policies and procedures, ensuring alignment with Irish employment legislation and organisational requirements.
Ensure strong GDPR compliance across HR processes, data handling, reporting, and employee records management.
Partner with managers and leaders to provide guidance on HR frameworks, policy interpretation, and best practice people management.
Support the design and delivery of HR programmes across performance management, probation processes, talent acquisition, reward, and employee engagement.
Manage and support recruitment campaigns in partnership with external providers to attract and secure high-quality talent.
Oversee onboarding and employee lifecycle processes to ensure a consistent and positive employee experience.
Support HR governance activities, including audit preparation (internal, external, and GDPR-related), reporting, and risk identification.
Contribute to HR and People & Culture projects focused on continuous improvement, organisational effectiveness, and capability development.
Work collaboratively with the wider HR team to ensure consistent service delivery and knowledge sharing across the function.
Candidate Profile
Minimum 5 years’ experience in an HR Business Partner or senior HR Generalist role.
Strong experience in HR policy development, implementation, and review.
Proven exposure to workforce planning and organisational design discussions.
Good working knowledge of GDPR and HR data governance requirements.
Experience managing recruitment processes and working with external recruitment partners.
Strong stakeholder management skills with the ability to influence across all levels of the organisation.
Excellent organisational skills with the ability to manage multiple priorities in a fast-paced environment.
Experience using HRIS systems; BambooHR experience advantageous.
A proactive, solutions-focused approach with strong attention to detail.
Experience working within a public sector or semi-state organisation.
Exposure to audit processes (HR, GDPR, compliance or similar governance frameworks).
