While a significant component of the role involves service planning, coordinating, and managing service delivery and resources within the clinical area, the mainresponsibilities are: quality assurance, resource management, staffing and staffdevelopment, clinical practice development, facilitating communication and professional /clinical leadership. Details of Service The HSE provide a wide range of community and hospital based mental health services inIreland and these services have been evolving as we continue to move from the hospitalmodel to providing more care in communities and in clients' own homes. It is estimatedthat up to one in five of us will experience some mental health problems in our lifetime andin order to meet these needs, Mental Health Services are expanding and evolving.We are committed to providing progressive high standards of recovery based nursing careto clients with a wide range of mental health issues which range from basic to complex,severe psychiatric care needs. Services include Adult, Older Adult, Psychiatry of Later Life,and ID with a Mental Health Diagnosis, Child and Adolescent Mental Health Services(CAMHS).Essential CriteriaEligibility Criteria Qualifications and/or experience 1. Statutory Registration, Professional Qualifications, Experience, etc(a) Eligible applicants will be those who on the closing date for the competition:i. Are registered in the relevant division of the Register of Nurses & Midwivesmaintained by the Nursing and Midwifery Board of Ireland (NMBI) (Bord Altranaisagus Cnáimhseachais na hÉireann) or entitled to be so registered.Andii. Have at least 5 years post registration full time (or an aggregate of 5 years postregistration full time) experience of which 2 years (or an aggregate of 2 years post registration full time experience) must be in the speciality or related area.Andiii. Have the clinical, managerial and administrative capacity to properly dischargethe functions of the role.Andiv. Candidates must demonstrate evidence of continuous professional development.And(b) Candidates must possess the requisite knowledge and ability including a highstandard of suitability and clinical, managerial and administrative capacity to properlydischarge the functions of the role.2. Annual registrationi. On appointment, practitioners must maintain live annual registration on therelevant division of the Register of Nurses and Midwives maintained by theNursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais nahÉireann).Andii. Confirm annual registration with NMBI to the HSE by way of the annual PatientSafety Assurance Certificate (PSAC).3. HealthCandidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as wouldindicate a reasonable prospect of ability to render regular and efficient service.4. CharacterCandidates for and any person holding the office must be of good character.Post Specific RequirementsDemonstrate depth and breadth of experience in a broad range of mental health servicesincluding a commitment to implementing and sustaining Best Practice Guidelines in MentalHealth as relevant to the role.Demonstrate depth and breadth of knowledge of the Mental Health Act, 2001; TheJudgement Support Framework and other binding rules set by relevant regulatory bodiessuch as the Health and Safety Authority or the Mental Health Commission.Skills & CompetenciesSee attached Job Spec3825CHCM CNMII Mental Health Job SpecThe HSE Dublin North East Region is an Equal Opportunities Employer.
