Street Cleansing Operative JOB DESCRIPTION Job Title: Street Cleansing Operative Directorate: Environment Department: Waste and Cleansing Services Location: Throughout the Borough Reports to: Technical Supervisor Salary Scale: Scale 1C SCP 3 - 4 Car User Status: Casual PURPOSE AND FUNCTION OF THE POST To undertake various duties associated with Street Cleansing functions of the Council.
This may involve the use of a street barrow or as part of a mechanical sweeping team.
PRINCIPAL DUTIES AND RESPONSIBILITIES 1.
Undertake either individually, or as a member of a team, duties relating to street cleansing operations including: Sweeping/manually collecting and removing litter, dirt, leaves, dog fouling etc.
from Council land and public spaces including roads, pavements, grass verges and car parks.
Disposing of same in a correct and safe manner.
Separate recyclable materials when litter picking and dispose of in appropriate containers.
Emptying all waste from litter bins, replacing liner bags and cleaning bins as necessary.
Remove fly tipping, illegal dumping and dead animals from roads and public spaces; removal of fly posters.
Report any damage to litter bins, signs or other Council property.
Assisting the driver in safe manoeuvring of the vehicle, especially reversing on the route or at disposal location.

As a front-line service provider, to maintain a positive image of the Council by ensuing that personal appearance and conduct is of a high standard at all times.

To be responsible for the care and maintenance of all tools and equipment allocated in respect of the duties to be carried out.

To retain a level of knowledge on the operation of street cleansing services and to undertake any training to maintain this knowledge.
5.
If appropriate, and in a timely manner, to report to the Technical Supervisor any issues arising with regard to the Street Cleansing operations and any reasons for not completing any area of work or difficulties in performing these tasks.

Assist with the promotion of good working relationships between the Council, customers and members of the public and to assist with any promotional activities designed to encourage householders/commercial premises to recycle; including personal contact; leaflet drops; delivery of bins; attachment of bin stickers and survey work etc.

Ensure that all work activities are carried out in accordance with Health and Safety at Work Order (NI) 1978 and supporting regulations.

To redeploy to other duties as required e.g.
during adverse weather conditions that affect the normal service.
9.
To comply with and promote equality, health and safety in accordance with Council policies and legal requirements and to wear all items of PPE issued.

Assist the Technical Supervisor to ensure that performance targets are achieved to agreed quality standards as appropriate.
11.
To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.
NB: Evening, additional weekend and public holiday working may be occasionally required There is currently one post available based in Balloo ERC, Bangor, working 36 hours on the following pattern: Monday,Tuesday,Thursday ,Friday Start -Finish 07:00 am - 2.30 pm Wednesday 07:00 am - 3:30 pm PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post.
The essential criteria will be used for shortlisting and as part of the selection process.
QUALIFICATIONS EXPERIENCE ESSENTIAL At least six months previous relevant experience, in paid employment, of litter picking, outdoors in all weather conditions At least six months experience, in paid employment, of heavy outdoor manual work At least six months relevant experience, in paid employment, of face-to-face contact with members of the public in a service capacity DESIRABLE Experience working within a waste and/or recycling environment KEY SKILLS & ABILITIES ESSENTIAL Good communication skills Understanding and appreciation of the needs of the public To be a good team worker OTHER REQUIREMENTS ESSENTIAL Able to work weekdays, evenings, weekends and public holidays as required Appointment will be subject to satisfactory completion of a medical questionnaire including a pre-employment Drugs and Alcohol Screening The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
