Offer description

The successful candidates will report to the Engineers Grade I (Civil) with responsibility for their area of work and may be required to manage supporting staff consisting of Engineers Grade III (Civil), Civil Engineering Technicians, Draughtspersons, other professional disciplines, and operational staff, as assigned.
Principal Duties and Responsibilities of the Role The principal duties of the Civil Engineer Grade II in the Office of Public Works are:
• Organising, directing and monitoring the execution of flood and coastal risk management related projects and work programmes.
• Managing and/or undertaking projects related to the role of the Section, using internal and external resources as appropriate.
• Leading and directing the work of a project team, and chairing steering group meetings on projects under their care.
• Managing the human, budgetary and other resources allocated to the work area, including monitoring work programmes and cost estimates, and reporting progress on a regular basis.
• Organising, co-ordinating and supervising the work of engineering and other staff.
• Assisting in the preparation of the Section's annual Business Plan.
• Assisting in maintaining and developing management and internal work systems that comply with the provisions of ISI ****: **** and ISO *****: **** where applicable, including adoption of the role of Quality Manager, if so appointed.
• Managing and monitoring Safety and Health issues in compliance with relevant legislation.
• Procuring and managing outsourced service providers for OPW requirements, including preparation of briefs, assessment of tenders and monitoring and controlling the delivery of the service / commission, to ensure that maximum value and service is obtained from the arrangements.
• Identifying and implementing initiatives to measure and improve the efficiency and effectiveness of the Section.
• Developing strategy, methods, systems and procedures for the work area in order to continually improve the standard of service provided to clients.
• Advising on and promoting best practice in flood risk management in Ireland through scientific and other media.
• Engaging with internal and external stakeholders and building relationships to promote effective service delivery by the OPW and representing the OPW on relevant committees/groups when required.
• Maintaining Professional Engineering standards and supporting the continuous professional development of staff.
• Any other duties as assigned from time to time by the Engineer Grade I (Civil) or Assistant Chief Engineer.

ENTRY REQUIREMENTS
Essential Candidates must on or before Thursday, 4th of December ****:
(a) Hold a qualification at minimum Level 8 on the (NFQ) or NARIC Ireland Foreign Qualifications equivalent in Civil Engineering, accredited by Engineers Ireland or an equivalent professional engineering body in another jurisdiction.
Please note that this qualification should deem the holder eligible to be registered on the Engineers Ireland Register of Engineers and entitle them to apply for the registered professional title of Chartered Engineer (CEng MIEI) and
(b) Have a minimum of four (4) years relevant post qualification experience, including skills and experience in some or all of the following areas;
• Flood risk management
• Hydrology and hydrological analysis
• River engineering and hydraulics
• Design and construction of civil engineering works
• Flood relief projects
• Planning and management of projects
• Site Management
• Contract administration
• Environmental engineering
• Geographical Information Systems (GIS) Candidates must also have: 2.
A demonstrated ability to plan, organise and lead the delivery of quality projects and technical services;
The ability to direct and support individuals and teams to provide excellent service delivery;
The ability to analyse engineering and management problems and apply theoretical knowledge to devise creative, practical and cost-effective solutions;
A good understanding of the role of modern engineering practice in the workplace and in society and the responsibilities attaching to the role;
A knowledge of relevant Safety, Health and Welfare at Work legislation with the ability to manage and monitor Health and Safety to a high standard in an engineering environment;
Excellent interpersonal skills with the capacity to engage with a wide range of stakeholders at all levels, both internally and externally;
Excellent oral and written communication skills with the ability to present information in a clear, logical and comprehensive manner;
Experience of operating successfully in and actively contributing to a multidisciplinary team environment in support of excellent service delivery;
A proven ability to work under pressure to tight deadlines while producing high quality work; 11.
The ability to supervise/manage, motivate and support staff in a multidisciplinary team environment;
Strong Information Technology (IT) skills with a proficiency in Microsoft Office applications and the capacity to keep up to date with appropriate new developments in Information Technology;
A commitment to continuing professional development and an ability to apply updated general and specialist engineering knowledge appropriately;
A current full driving licence (Category B), valid in Ireland, and access to a car.
In addition to the above, candidates must also be able to demonstrate the Key Competencies identified for effective performance at this level.
