Job Title: HR Officer
Reports to: HR Shared Services Manager
Terms: 18-month, Full-Time, Fixed Term Contract
Location: Dublin 2 (Hybrid: 50% remote)
Salary: €36,301 - €40,335
Role Purpose
Working as part of a shared services team, the HR Officer is responsible for support to HQ and International staff on the employee life-cycle, including onboarding, payroll administration, record keeping, time & attendance, and leaver processes.
The HR Officer also delivers an effective HR Helpdesk service.
Responsibilities
All stages of onboarding (including pre-departure)
Administration of HQ and International payroll, updating with leavers, joiners and other pay-impacting information
Contract renewals, acting-up arrangements and secondments paperwork
Ensuring all employee records are kept up to date and GDPR compliant (including HR systems updates)
Administration of the probation process for all new joiners and promotions, tracking dates, issuing reminders and probation letters
Administration of employee benefits (bike-to-work, annual commuter, pension scheme)
Management of the flexi-time system, including statutory leave processing (maternity, sick, etc.)
Responding to HR Helpdesk queries within agreed SLAs and escalating as required
Tracking and reporting on HR Helpdesk queries
Meeting all HR reporting requirements efficiently and timely
Support the HR Shared Services Manager during the implementation of a new HRIS system
Acceptance and pursuit of new objectives or responsibilities assigned by HR Management
Demonstrate Concern's values and policy commitments (accountability, equality, safeguarding) in all responsibilities
Participate in and contribute to Concern's emergency response when required
Role Holder Requirements
Essential
University degree in Human Resources or related discipline
Minimum of 2 years' experience in a similar role; preference for international experience
Excellent oral and written communication skills
Strong MS Office skills
Strong analytical skills and experience working with HR data
Strong team player
Proven ability to deliver results and meet deadlines
Excellent organizational skills and ability to work independently
Desirable
CIPD membership
Previous INGO sector experience
Fluency in French
