It also provides the oversight and assurance to ensure that programmes and projects are delivered according to plan, supported by expert resource teams.The Head of Portfolio Delivery, reporting directly to the Infrastructure Delivery Director, is responsible for the overall delivery and performance of the Delivery Portfolio function. They occupy a pivotal position in the relationship between Uisce Éireann and its capital investment supply chain, facilitating the development and evolution of partnership working to drive best value in the delivery of the capital investment plan.The Head of Portfolio Delivery will play a pivotal role in the design and development of the Infrastructure Delivery Operating Model and in particular for the Delivery areas. As part of the organisation design, the delivery functions will be assessed to better understand how best these portfolios will be streamed.A key requirement of this role will be to work with the wider Infrastructure Delivery Senior Management team in the design and development of the Infrastructure Delivery Operating Model and support the Infrastructure Delivery Director in successfully rolling out the design. As a result, excellent change management and leadership skills are required to successfully delivery this integration programme.In line with design this job description may be updated with additional capability once the organisation design for the Infrastructure Delivery Directorate is finalised.Main Duties and Responsibilities:Lead the integration of capability within the Portfolio Delivery function to ensure the processes and org design are aligned appropriately to deliver the most efficient and high-performance outputsCollaborate with the wider Infrastructure Delivery Senior Management Team within the directorate to ensure successful rollout and implementation of the ID operating modelLead the Infrastructure Delivery change programme for the Portfolio Delivery function and display visible and high impact leadershipDemonstrate work practice and behaviours which are in line with IW corporate values and visionPromote a culture of collaboration and alignment within all areas of the DirectorateInput to the Infrastructure Delivery strategy and recommend the future direction for the Portfolio Delivery areaBAUResponsible for translating the Infrastructure Delivery strategy into actionable goals for operational planning, ensuring alignment with short-term and long – term objectivesResponsible for the overall delivery and performance of the Portfolio Delivery function, and the delivery of the capital investment programme to ensure that all the required outcomes are delivered, meeting regulatory targets, and capital efficiency challengesBuild and maintain trusted relationships with the shareholder, Local Authorities, industry partners and our supply chain, regulators and stakeholders to assure smooth and stable delivery of the portfolioEmbed a culture of Safety across the area and lead our industry partners in ensuring the values of Work Safe, Home Safe are lived on all Uisce Éireann sitesBuild and enhance internal capability in programme and project management across Infrastructure DeliveryDrive the implementation of the UET within the Portfolio Delivery team, transforming ways of working and implementing best practice asset delivery solutions to deliver efficiencies requiredLead change and drive initiatives to improve processes and systemsBuild a high-performance inclusive culture within Portfolio Delivery to deliver on organisation goalsResponsible for preparing and delivering regular and timely internal communication to direct reports and the wider Portfolio Delivery teamSupport the Infrastructure Delivery Directorate goals in Sustainability by ensuring these objectives are embedded by our Supply Chain and delivered in all our capital programmesDevelop and promote effective working relationships with Asset Management (Planning and Investments), Asset Operations, Strategy & Regulation, Supply Chain, Customer Operations and any other function as requiredKnowledge, Skills and Experience:Relevant third level degree qualificationA minimum of 10 plus years of experience working within the water or similar industryA minimum of 5 plus years of working at a senior manager levelDemonstrable experience of Portfolio and/or Programme management and delivery of large programmes involving complex multi-party arrangementsYou will successfully have delivered against Business Objectives within a complex and large organisational context and have demonstrated an ability to align resources across these environments.You will have significant leadership and change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environmentExcellent leadership and people skills required, and a demonstrable ability to attract and develop a high performing committed team.Experience of implementing policies, systems and controls and overseeing the implementation of progressive policies.Management of reputational aspects of regulatory expectations and customer and community care associated with capital investment programmesStakeholder Management and the ability to interact and influence effectively at all levels, both internally and externallyCan quickly establish credibility and respect and build strong working relationships.Excellent communicator with the capability to handle complex and difficult situations with thought and confidenceStrategic business planning and experience balancing customer and regulatory needs against Opex and Capex efficiency targetsFinancially and commercially astuteStrong negotiation skills with win/win mindsetAble to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.*Please be advised that if successful you will be placed on the salary range based on your skills and experience.
