Senior Stakeholder Engagement and Communications ManagerContract Type:Fixed-term Contract (2–3 years)Location:DublinOverviewA nationally significant infrastructure programme entering its construction phase is seeking an experienced and highly motivatedSenior Stakeholder Engagement and Communications Manager. This is a senior, high-profile role at the centre of a major public infrastructure project, requiring strong leadership, sound judgement and the ability to manage complex stakeholder relationships in a dynamic delivery environment.The role focuses onstakeholder engagement, contractor coordination and community relations, rather than traditional media or PR activity. The successful candidate will work closely with contractors, engineers, client partners and internal teams to ensure effective engagement and communication throughout the construction lifecycle.Key ResponsibilitiesLead and deliver stakeholder engagement strategies for the construction and delivery of a major infrastructure project, ensuring clear, consistent and transparent communication with local communities and partners.Manage relationships with contractors and client partners, supporting efficient internal processes aligned with programme timelines.Act as a trusted adviser to senior leaders and project teams on stakeholder engagement and communications matters.Work with multiple contractors, managing internal approval processes to ensure timely delivery of engagement and communications activity.Lead direct engagement with local communities, maintaining open and constructive dialogue throughout the project.Serve as the communications lead and subject-matter expert, providing strategic guidance to senior leaders and delivery teams.Operate as part of a multidisciplinary project team, collaborating closely with engineers, construction supervisors, technical specialists and external partners.Lead, manage and develop a team of communications, stakeholder engagement and community liaison professionals.Build and maintain strong relationships with key stakeholders, including public bodies, local authorities, community representatives and partner organisations.Respond effectively to stakeholder concerns, ensuring transparency and trust in a complex and high-profile environment.Act as a spokesperson and key point of contact for project communications, maintaining a strong understanding of day-to-day activity and delivery milestones.Handle media enquiries, public issues and stakeholder concerns in a strategic and measured manner.Ensure consistent, best-practice messaging across all internal and external communication channels.Plan and deliver community engagement initiatives, consultations and stakeholder forums.Oversee and contribute to the preparation of high-quality public communications materials, including briefings, information packs and consultation documents.Attend a designated construction site in Dublin city approximately one day per week.Experience and QualificationsA minimum of six years' experience in a senior stakeholder engagement, public affairs, communications or related role.Experience working on infrastructure, transport, utilities or public-sector projects is highly advantageous.A relevant third-level qualification (e.g. Communications, Public Relations, Journalism, Project Management or similar).Demonstrated experience in people management and team leadership.Strong familiarity with stakeholder and community engagement practices in Ireland.Skills and CompetenciesProven ability to develop and deliver complex stakeholder engagement and issues management programmes.Strong leadership skills, with experience motivating teams in fast-paced, complex environments.Excellent written, verbal and presentation skills, with the ability to translate technical information for non-technical audiences.Strong project management capability, including planning, reporting and prioritisation.Highly organised, with strong process management skills and attention to detail.Confident working independently and exercising sound professional judgement.Strong event planning and coordination skills.Ability to work effectively under pressure and meet tight deadlines.Solid understanding of the Irish political, regulatory and policy environment.A genuine interest in public infrastructure, transport, sustainability and climate-related initiatives.
