Operational Resilience/ Enterprise Risk Manager
A leading international financial institution is seeking an Operational Resilience and Enterprise Risk Manager to join their Dublin-based team. This is a great opportunity to join a newly created team and play a pivotal role in shaping the organisation’s operational resilience strategy across EMEA.
What you’ll do
Develop and maintain the Resilience Testing Strategy, Standards, Annual Test Plan, Scenario Library, and other key assets required for effective test planning and execution in accordance with evolving regulatory requirements.
Oversee and coordinate the execution of the Annual Resilience Test Plan by facilitating Severe But Plausible (SBP) scenario exercises across critical business services and functions throughout EMEA.
Collaborate closely with senior sponsors, service owners, incident management teams, and subject matter experts to ensure comprehensive scenario coverage and integrated assurance activities.
Conduct detailed operational resilience scenario testing while aligning efforts with business continuity planning, IT disaster recovery protocols, crisis management frameworks, work-from-home strategies, and communication plans.
Identify vulnerabilities or areas for improvement during resilience testing activities; report findings clearly and support prioritisation of remediation actions to enhance organisational resilience.
Engage constructively with second line of defence (2LOD) teams for oversight and challenge of resilience testing processes when required.
Coordinate the development and implementation of communication plans related to resilience testing across all relevant EMEA entities.
Drive maturity improvements in resilience testing by leveraging industry best practices, peer insights, and your own experience to continuously enhance standards and methodologies.
Foster effective working relationships with key stakeholders including service owners, SMEs, incident & crisis teams to ensure positive outcomes from all assurance activities.
Support governance processes by preparing clear reports for executive management on test results, vulnerabilities identified, lessons learned, and progress against regulatory expectations.
What you bring
To excel with this fast-growing organisation and team, you will bring a wealth of experience in designing and implementing comprehensive operational resilience frameworks within complex organisations.
Your background should include:
Extensive knowledge of UK (FCA/PRA) Operational Resilience regulation as well as EU Digital Operational Resilience Act (DORA), enabling you to interpret requirements accurately for practical application.
Proven experience delivering operational resilience testing capabilities within financial institutions or similar regulated environments across multiple entities or regions.
Demonstrated ability to identify vulnerabilities through scenario-based testing approaches while supporting prioritisation of remedial actions for enhanced service continuity.
Comprehensive understanding of core banking services—ideally spanning both investment banking operations and capital markets—to inform effective risk assessments.
Excellent communication skills that allow you to tailor complex information for diverse audiences including executives, technical teams, regulators, and business stakeholders.
Meticulous attention to detail combined with strong analytical skills for assessing intricate scenarios and developing pragmatic solutions that address root causes.
Sound awareness of dependency management principles as well as service mapping techniques essential for holistic risk evaluation.
Solid grasp of risk management practices including risk appetite setting, control design principles, governance structures, reporting mechanisms, escalation procedures.
Ability to build trust among sponsors, stakeholders, peers through empathetic engagement while constructively challenging assumptions where necessary.
Experience facilitating workshops or scenario exercises involving cross-functional teams; familiarity with ISO22301 Business Continuity best practice is beneficial.
