Role Profile Job Title: Administrative Assistant (Fixed Term Contract - 12 Months) Business Unit: State Claims Agency Reports to: Senior Operations & Corporate Affairs Manager Closing Date for application: 16th June Overview of the Business The NTMA provides a range of asset and liability management services to Government. These services include borrowing on behalf of the Government and management of the National Debt, the State Claims Agency, NewERA, the Ireland Strategic Investment Fund, the Future Ireland Fund and the National Development Finance Agency. It also assigns staff and provides business and support services and systems to the National Asset Management Agency, the Strategic Banking Corporation of Ireland. The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000. The SCA’s principal objectives are: The SCA is obliged by statute to manage delegated claims and counterclaims in such manner as to ensure that the liabilities of the State authorities are contained at the lowest achievable level. In performing this function the SCA seeks to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people. To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State. The SCA is obliged by statute to manage claims for legal costs, and recovery of legal costs however such costs are incurred. The SCA’s remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Síochána, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third-party costs arising from certain Tribunals of Inquiry. Role Summary The National Treasury Management Agency has a requirement for an Administrative Assistant within the State Claims Agency. The role is currently assigned to the Operations & Corporate Affairs team. The Corporate Affairs Administrator will work alongside the Corporate Affairs Manager in co‑ordinating SCA governance and other corporate matters. This will include providing assistance on SCA Advisory Committee papers and agendas, SCA input into Board papers, assisting with the NTMA Annual Report and other corporate publications, assisting with various information requests, liaising with the relevant Government Departments on SCA legislation, and providing support to the Deputy Director of Operations & Corporate Affairs and the Director on specific projects as required. All members of the Operations & Corporate Affairs function are required to remain flexible and respond to the nature of the SCA business and mandates. Principal Accountabilities Ensuring administrative tasks are undertaken to include managing queries received by the unit Maintaining various workstream trackers Monitoring mailboxes and the SCA Query Log Assisting in the co‑ordination of required papers for EMT, Board and its sub‑committees Assisting with drafting papers, briefing material and emails Researching and reviewing legislation and government policy Assisting with media queries and Parliamentary Questions Providing cover across the SCA Operations & Corporate Affairs team Assisting with various projects as required Experience / Knowledge A relevant third level qualification, ideally in law is desirable. Knowledge of, or experience in public sector and/or public policy and legislation an advantage. Excellent IT skills including Microsoft Office suite products. Skills A self‑motivated, diligent, and flexible individual, in particular an ability to work well in a team environment Proven ability to deliver in a demanding environment with conflicting priorities and deadlines and comfortable with changing priorities. Strong communication skills, both verbal and written, with the ability to communicate at various levels within an organisation in a professional manner. Excellent attention to detail.
