The Health & Safety Manager will lead Dublin Airport's implementation and coordination of Occupational Health and Safety and other safety activities in accordance with national legislative requirements. Specifically the airport's duties under the Safety, Health & Welfare at Work Act 2005 and the Safety, Health & Welfare at Work (Construction) regulations 2013. This role will lead and support a team consisting of a Health and Safety Co-ordinator, Health and Safety Officer and Health and Safety Lead with their responsibilities related to our maintenance activities under the 2013 construction regulations. The Health & Safety Manager will lead and execute all health and safety inspections, occupational risk, occurrence response, safety promotion, reporting, investigation, audit response and all health and safety matters for Dublin Airport

Responsibilities

Principal Responsibilities

* Lead the Occupational Health and Safety team and all associated process, procedures and systems relevant to the role.
* Managing and implementing safety management system, ensuring continuous improvement in relation ongoing review of SMS, and contributing to the updating of the SMS Manual as required
* Develop and implement a strong safety culture throughout Dublin Airport, while at the same time support and enhance daa's commitment to a just a 'just culture'.
* Lead, devise and implement health & safety and safety initiatives/promotions for all departments.
* Manage the processes and procedures for the P2W system and support all Business units in engaging with this process. Record safety performance of the P2W process to ensure high safety standards. Manage contractor compliance with health & safety requirements and review their health & safety supporting documentation. Develop and implement a process for P2W inspections and report on this activity to the Senior Management team
* Drive, encourage and support the reporting of hazards, near misses and occurrences. and support Dublin Airport in taking action on trends / corrective actions as appropriate.
* Oversee and manage the creation of applicable training modules, delivery of Tool Box Talks, safety inductions and other training as required.
* Ensure relevant risk assessments and method statements are completed, reviewed and revised as required for tasks completed across Dublin Airport, feeding into documented procedures, SOPs as appropriate.
* Accident/Incident investigation —Conduct accident/incident investigations to determine root cause analysis studies including proper reporting of any accidents/incidents and near misses to note trends and to advise Dublin Airport Senior Management to take corrective action if required, using applicable daa tools/processes.
* Interface with colleagues across all of Dublin Airport to implement lessons learnt and develop preventative measures. Provide advice and guidance regarding all Health and Safety matters
* Drive the safety message at key forums with internal and external stakeholders. Produce key performance indicators relating to health & safety and training for presentation at stakeholder meetings
* Develop review, update and maintain all Health & Safety documentation for Dublin Airport in line with best practise and support various functions in maintaining and renewing the airports ISO 45001 standard. Maintain required registers to ensure compliance with legislative requirements.
* Liaise with the airports corporate function to ensure legal updates are recorded and implemented, and audit findings are supported, tracked and closed out.
* Work with Fire Safety Manager to review and monitor through P2W system, works on existing life safety systems
* Report on Health and Safety performance across the airport to management and safety committees as required
Qualifications

Experience

* At least 5 years' experience in a similar role in a multi-complex environment.
* Experience in managing audit and inspection programmes related to safety.
* Experience in developing and managing health and safety training.
* Robust familiarity with principal legislation related to health and safety (Safety, Health and Welfare at Work Act 2005, and the Safety, Health & Welfare at Work (Construction) regulations 2013
* Experience with managing P2W systems and approvals
* Strong understanding and commitment to evidencing compliance & proficiency in challenging operational environments.
* Ability to work in a dynamic environment and contribute to the wider Safety team with excellent relationship building & communication skills with both internal and external stakeholders.
* Demonstrates patience and perspective in dealing with difficult situations.

* The role holder will be a self-starter with proven ability to work to deadlines, achieve standards and work on own initiative.
* The role deals with internal and external stakeholders, excellent stakeholder engagement & communication as well as attention to detail with an analytical approach to processes and solutions is a prerequisite.

Education & Qualifications

* 3rd level qualification in Occupational Health and Safety or a related field
* Competent in the use of Microsoft Office (particularly Word / Excel / PowerPoint)
