About the role:The Health & Safety Manager is responsible for leading, developing and maintaining a robust health and safety management system across the liquid gas and utilities business. The role ensures compliance with all relevant legislation, industry standards and company requirements, while actively promoting a strong safety culture in a high-risk operational environment.This role provides professional H&S leadership across operations including bulk liquid gas storage, transport, distribution, utilities infrastructure, maintenance activities and contractor management.Key Responsibilities:Leadership & StrategyProvide visible and effective health and safety leadership across all sites and operations.Develop and implement the company's health and safety strategy, aligned with business objectives and group standards.Act as a trusted advisor to senior management on health, safety and process safety risks.Compliance & GovernanceEnsure compliance with all applicable health and safety legislation, regulations and codes of practice relevant to liquid gas and utilities operations.Maintain and continuously improve the company's SMSLiaise with regulatory authorities, insurers and external auditors as required.Monitor and enforce compliance with occupational health and safety regulations, including documentation and reporting.Oversee emergency preparedness plans, including drills and training for employees to handle crisis situations.Risk & Process SafetyLead hazard identification, risk assessments and safe systems of work, including high-risk activities such as confined spaces, pressure systems, hazardous substances, excavation and hot works.Oversee process safety management, including major accident hazard controls, safety critical elements and performance indicators.Support incident investigations, root cause analysis and implementation of corrective actions.Operational SupportWork closely with operations, engineering and utilities teams to embed safety into day-to-day activities.Provide guidance on change management, new projects, plant modifications and commissioning activities.Ensure effective contractor and supplier safety management across all sites.Training & CultureDevelop and deliver health and safety training, awareness and competence programmes.Promote behavioural safety initiatives and encourage workforce engagement in safety.Support managers and supervisors in fulfilling their health and safety responsibilities.Monitoring & ReportingCarry out site inspections, audits and safety tours to monitor performance and compliance.Track, analyse and report on health and safety performance metrics, trends and leading indicators.Prepare reports for senior leadership, safety committees and group forums.Candidate Profile:The ideal candidate is an experienced health and safety professional with a strong background in regulated or high-risk environments, ideally within energy, utilities, or industrial sectors. They will have proven expertise in risk assessment, regulatory compliance, and incident investigation, along with the ability to design and deliver effective safety training programmes. Highly organised and analytical, they will demonstrate excellent communication and stakeholder-management skills, enabling them to influence safe behaviours at all levels of the organisation.
