Purpose of the Role
To co-ordinate and lead medical scientist staff in addition to medical laboratory assistants in achieving departmental objectives. To provide support for the development of services embracing continuous quality improvement and the management of change necessary to achieve organisational goals.
General
Provide strategic and clinical leadership, as part of a team, which results in the delivery of effective, efficient, quality assured and patient centred laboratory services
Develop a shared sense of commitment and participation among staff in the development of the service.
Liaise with clinicians and support service users, as appropriate
Achieve high standards of professional practice by medical scientists and other staff as appropriate
Achieve and maintain improvements in the quality management system.
Ensure own mandatory learning and training is kept up to date.
Operations
Advise on equipment selection, purchase, replacement or upgrading.
Participate and co-operate with any internal or external evaluation of the service.
Assist in the development of operational policies, protocols and guidelines, in consultation with the management team to maximise utilisation of resources and ensure systematic audit of such usage.
Operate their areas of assignment in accordance with best practice as per laboratory policies and procedures and focusing on meeting the department’s key performance indicators.
Participate in the on call and out of hours service as required by management.
Participate, as required, in the recruitment, selection and appointment of laboratory staff.
Support the effective use of staff through efficient rostering, skill/grade mix planning, work load measurement and staff deployment.
Implementation of the staff development through objective setting and review (OSR) and foster a high level of morale among staff by effective motivation and communication.
Promote and maintain a safe environment for staff, including ensuring staff undergo appropriate training. Support the laboratory’s Risk Management programme.
Develop and implement training programmes for enhancing the training and competency of Medical Scientists to support the delivery of laboratory medicine services.
Organise and support training of staff, including student training, and engage in competency assessment for scientific staff in the area assigned
Quality Assurance
As part of the management team in your assigned department, you will achieve the implementation of modern standards of laboratory practice and that regular monitoring is undertaken through audit.
Maintain good collaborative working relationships and communications with appropriate statutory and professional organisations responsible for and/or participating in health care.
Achieve adherence to all codes and guidelines relating to professional practice including the maintenance of Quality Assurance standards.
Support of quality initiatives both internally and externally,
Initiate, facilitate and take part in relevant research, as appropriate, and promote awareness of ongoing and current research.
Achieve compliance with all legislation and EU Directives on Laboratory Quality and Safety and in conformance with the Hospital’s and Laboratory’s quality and safety policies and procedures.
Participate in risk management to ensure all processes are risk assessed in accordance with the National Health and Safety Function and manage those risks, mitigating where possible or escalating if necessary.
Contribute to necessary preparations to foresee service failures and plan contingency measures accordingly (such as those required by surges in service demand, power outages, problems with the computer systems, analyser downtime, implementing the Major Emergency Plan etc.).
Handle feedback relating to the service as required, including responding appropriately to advisory notices from regulatory authorities.

Provide a safe working environment that is compliant with relevant Health and Safety legislation and with the Hospital Safety Statement, where staff are empowered to deliver the required service to the best of their ability.
Provide a working environment that stimulates and motivates staff and attracts and retains the best people.
Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etcand comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
Participate and cooperate with legislative and regulatory requirements in relation to Health and Safety as outlined in the Safety, Health and Welfare Act 2005 and the Hospital Safety Statement.

Statuary Registration, Professional Qualification and/or Relevant Experience
Candidates for appointment must:
Be registered on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU. See https://coru.ie
Or
Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005, (see note 1 below*), must submit proof of application for registration with the Medical Scientists Registration Board at CORU. The acceptable proof is correspondence from the Medical Scientists Registration Board at CORU confirming their application for registration as a Section 91 applicant was received by the 30th March 2021.
And
Possess one of the following NFQ Level 9 post graduate qualifications or equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine;
MSc Clinical Laboratory Science, Dublin Institute of Technology (DIT).
MSc Clinical Chemistry, University of Dublin, Trinity College (TCD).
MSc Biomedical Science, University of Ulster (UU)
MSc Biomedical Science, Cork Institute of Technology/University College Cork.
MSc Molecular Pathology, Dublin Institute of Technology (DIT)/University of Dublin, Trinity College (TCD).
Or
An equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine (ACSLM).
Or
Possess Fellowship of the Academy of Clinical Science and Laboratory Medicine awarded before July 2018.
Or
Have attained the Fellowship examination of the Institute of Biomedical Science (Awarded prior to 1999).
And
Possess four years full-time clinical experience (or an aggregate of four years’ full-time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.
And
Demonstrate evidence of Continuous Professional Development.
And
Candidates must have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
Annual Registration:
On appointment, practitioners must maintain annual registration on Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.
And
Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
And
Competent knowledge, skills and experience in providing a comprehensive service to patients in laboratory discipline of assignment.
Working knowledge of ISO 15189 accreditation standards and other relevant standards and statutory requirements.
Research and development experience.

Section 91 candidates are individuals who qualified before 31st March 2019 and have
been engaged in the practice of the profession in the Republic of Ireland for a
Minimum of 2 years full-time (or an aggregate of 2 years full-time), between 31st March
2014 and 31st March 2019 are considered to be Section 91 applicants under the Health and Social Care Professionals Act 2005.
