Health and Safety / Facilities Executive
Job Summary: The Health and Safety / Facilities Executive will be responsible for ensuring health and safety compliance and facilities management across BIM's head office, two National Fisheries Colleges, and regional offices nationwide.
Key Responsibilities:
* Health and Safety
o Lead BIM's Health and Safety (H&S) function, coordinating H&S roles across departments and ensuring all staff are aware of their obligations under the Safety, Health and Welfare at Work Act 2005.
o Develop and implement health and safety policies in line with legislation, best practice, and public sector obligations.
o Conduct regular safety audits, inspections, and risk assessments for all BIM facilities, including offices, colleges, and technical environments.
o Ensure all incidents and near misses are reported, investigated, and logged, and corrective actions are implemented and monitored.
o Coordinate staff safety training, ensuring compliance with mandatory requirements.
o Ensure statutory testing and certification is scheduled and completed.
o Manage contractor safety, ensuring RAMS (Risk Assessments and Method Statements) are reviewed and adhered to.
o Lead business continuity and emergency response planning.
o Maintain and update the BIM Safety Statement and location-specific risk registers.
o Engage with external safety auditors, insurers, and regulatory bodies on all H&S matters.
* Facilities Management
o Oversight and optimization of office and facility usage across all BIM locations.
o Procurement and management of service contracts, including cleaning, maintenance, telecoms, energy, and security.
o Liaise with the OPW and external contractors for renovations, maintenance, and upgrades.
o Plan and coordinate installations, refurbishments, and infrastructure projects.
o Management of BIM's reception, vehicle fleet, office supplies, and non-IT equipment.
* Sustainability & Climate Action
o Drive implementation of BIM's Climate Action Plan across facilities, focusing on energy efficiency, waste management, water usage, and emissions reduction.
Requirements:
* Relevant third-level qualification in Facilities Management, Engineering, or Health and Safety.
* Proven experience in facilities operations and H&S programme delivery.
* Strong understanding of Irish H&S legislation and public sector compliance standards.
* Budget management and financial oversight experience.
* Health and Safety qualification.
* Experience in managing health and safety across dispersed/multi-site organisations.
* Experience in the public sector or educational/training environments.
* Understanding of procurement regulations and sustainability best practices.
* Strong organisational, leadership, and project management skills.
