Cuireann Rialú Comhshaoil saineolas ar fáil do ghnó Uisce Éireann i dtaobh tionchar a imirt ar bheartas comhshaoil agus páirtithe leasmhara a bhainistiú maidir le rialacháin chomhshaoil a dhéanann difear do chleachtais Uisce Éireann. Cuireann an fheidhm saineolas rialála ar fáil don chuideachta, lena n-áirítear an Fhoireann Shinsearach Ceannaireachta, maidir le gach gné de rialachán comhshaoil. Cuireann an fhoireann tacaíocht ar fáil maidir le hathruithe reachtaíochta agus rialála a rachaidh i bhfeidhm ar bheartais Uisce Éireann amach anseo.Tá an Fhoireann um Chomhlíontacht Uisce Óil freagrach as soláthar próiseas monatóireachta uisce óil a bhainistiú agus é mar thosaíocht láraithe acu féachaint chuige go gcomhlíontar ceanglais reachtúla agus oibriúcháin. Is é is cúram don fhoireann straitéis náisiúnta a fhorbairt agus tacú léi i leith monatóireachta, samplála agus seirbhísí anailíse ar fud critéir pharaiméadracha cheimiceacha, mhicribhitheolaíochta, víris agus speisialtóra.Freagrach don Bhainisteoir Sinsearach Comhlíontachta Uisce Óil, beidh an Bainisteoir Réigiúnach Comhlíontachta Uisce Óil i gceannas ar a chinntiú go gcloíonn oibríochtaí uisce óil Uisce Éireann i réigiún ar leith le caighdeáin rialála, go gcloíonn siad le beartais chomhshaoil agus go n-oibríonn siad ar bhealach inbhuanaithe. The function monitors the compliance of the water and wastewater network and treatment works, influences external environmental policy and manages environmental stakeholder relationships. Environmental Regulation provides expertise to the Uisce Éireann business on influencing environmental policy and managing stakeholders around environmental regulation affecting Uisce Éireann's practices. The function provides regulatory expertise to the business, including the Senior Leadership Team, in all aspects of environmental regulation. The team provides support on legislative and regulatory changes that will affect Uisce Éireann policies in the futureThe Drinking Water Compliance Team is responsible for managing the provision of drinking water monitoring processes with the centralised focus of ensuring both statutory and operational requirements are met. The team develop and support a national strategy for monitoring, sampling, and analytical services across chemical, microbiological, virus and specialist parametric criteria.Reporting to the Drinking Water Compliance Senior Manager, the Regional Drinking Water Compliance Manager will lead the efforts to ensure that Uisce Eireann's drinking water operations for a specific region meet regulatory standards, adhere to environmental policies and operate in a sustainable manner. The role holder oversees compliance with drinking water regulations, implements best practices and collaborates with diverse teams to ensure consistent adherence to environmental guidelines.Main Duties and Responsibilities:• Understand legislative drivers and drinking water quality management requirements• Support Uisce Éireann's drinking water monitoring strategy and approach for the following sampling types, e.g. regulatory samples, investigative samples.• Act as the regional liaison with EPA/HSE in regards to operational performance, reporting all such interaction to the Drinking Water Compliance Senior Manager as required• Oversee the execution of sampling plans by the sampling team in a region• Advise and monitor the execution and reporting of sampling work in a region (whether an internal and/or external service provider)• Provide regular progress reports to the Asset Operations and Environmental Regulation teams• Manage the development of appropriate risk mitigation and issue resolution action plans in coordination with appropriate operational teams to understand and address the causes of any non-compliance issues• Support the establishment and delivery of Water Safety Plans across Water Supply Zones in line with EPA guidelines• Contribute to achieving the objectives and targets of the Environmental Regulation Business plans• Ensure compliance with HSQE (Health Safety Quality Environment) procedures• Liaise with Regional Asset Operations and Environmental Regulation team in a timely manner where areas of risk have been identified via the sampling process• Liaise with relevant external stakeholders, including attending Liaison MonitoringMeetings with HSE, EPA, IFI and Local Authorities. • Liaise with the Environmental Protection Agency to ensure that drinking water monitoring operations are carried out as per requirements of the Drinking Water Regulations• Ensure that regulatory sampling results are loaded on relevant data management systems and that results are reviewed and approved• Review non-compliances and follow relevant protocols and procedures for reporting to the HSE, EPA and other relevant bodies• Where a non-compliance might potentially require the activation of Drinking Water Incident Response Plan, inform the relevant personnel in accordance with the procedures in the Response Plan• In the case of an Incident, support the Incident Response Team, as required in organising additional sampling and providing advice on laboratory results• Co-ordinate and attend regulatory site Audits• Assist in Legal preparatory work as requiredGeneral Duties and Responsibilities • Collaboration with key internal stakeholders across the UÉ business• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives• Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation• Other duties as requiredKnowledge, Skills and Experience:• Relevant third level degree qualification, e.g. Biology, Chemistry, Environmental Management• Minimum 7 years' experience in the water industry, either directly or via a service provider• Strong knowledge of water treatment processes• Must be aware of the regulator's expectations, targets and quality standards• Strong knowledge of ISO 17025• Detailed knowledge of health and environmental standards in water, appreciation of process performance, inhibitors, and operational risk factors• Experience in leading teams to deliver customer strategies that enhance customer service• Proven track record in promoting and embracing differences of opinion and challenging poor practice• Background in guiding and empowering teams to make a positive impact and challenging the status quo to drive development.• Proven track record in leading continuous improvement initiatives in teams.
