Job PurposeThe Global Compliance Advisor is a key role within GOAL to ensure that GOAL remains compliant with donor and GOAL standards. The successful candidate will help drive and support the development of a strong culture of compliance, including the ongoing enhancement of policies, procedures, and behaviours to ensure consistency across the organisation. In this role, you will collaborate with relevant functional teams across GOAL's global operations and work closely with, and manage, GOAL's Compliance Officer. Occasional travel to overseas offices may be required.**Please note this role is a maternity leave contract until March role is based in our HQ office in Dun Laoghaire, Co Dublin with 2 days in office attendance per week with occasional travel to overseas offices may be required **Key Areas of Responsibility:Compliance Capacity Building Lead the development of training materials relating to GOAL and GOAL's donors' processes, policies, rules, and regulations.Ensure relevant staff in country offices have the necessary tools/information to deliver training workshops in country.Be the main training resource for GOAL's HQ on donor requirements and GOAL's Compliance and Ethics policies.Compliance AssuranceManage the quarterly compliance reporting process by ensuring timely submission by each country, reviewing each report and the accompanying action point trackers, providing feedback, and preparing a consolidated report to be presented to SMT and to GOAL's Staff.Responsible for ensuring the global Anti-Terrorism and Sanction System is maintained with up to date functionality including coordination with the Donor Compliance Officer and third party supplier, and providing training, guidance and support where required to HQ departments and country programmes.Support the Donor Compliance Officer in preparation and review of enhanced due diligence for potential new donors, partners and other stakeholders including screening (ATSCs) where required and preparation of reports for management decision making.With the Donor Compliance Officer, liaise with Legal, Internal audit, Investigation, Safeguarding and Risk teams to review common themes, trends and risks relating to donor compliance, providing reporting to management; updating templates as necessary and develop training as required.Donor Programme LifecycleFamiliarise yourself with and keep up to date with GOAL internal policies and procedures and donor rules and regulations (including USAID, ECHO, EuropeAid, FCDO, UN Agencies, CharityWater, NORAD, Irish Aid, etc.).Provide advice to departments within GOAL, on various donor and GOAL requirements throughout the lifecycle of a project. This will include advising and collaborating with departments at proposal stage, Donors and Partners agreement signing, partnership development, and during implementation.PartnershipsThrough reviewing the quarterly compliance reports you will ensure that countries are up to date with their partner pre­-award assessments and interim reviews.Ensure that partnership tools such as assessment tools, interim review tools, agreement templates etc. are up to date and relevant.Advise on the development of partnership agreements.Head Office Compliance SupportAdvise on internal policy updates when necessary to ensure policies are compliant with relevant donor or other regulatory requirements.Assist with the review of any additions/amendments to GOAL's internal manuals, assessing compatibility with donor regulations and input as required to the revision of the manuals.Requirements:Some previous experience in Audit/Compliance/Regulatory/Quality Assurance FunctionDemonstrated ability to communicate technical requirements in an accessible mannerExcellent attention to detail and organisational skillsExcellent verbal and written communication skillsDesirable:Experience in an International Non Governmental Organisation a distinct advantageExperience in drafting contracts/agreements between business partnersExperience in designing e-learning modules and/or providing trainings to various stakeholdersArabic or Spanish an advantage*GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**We strongly encourage you to apply even if you do not meet every single requirement listed.
