About the RoleTower Plant & Civil Engineering Ltd. is a growing civil engineering and plant contractor delivering infrastructure and local authority projects across Ireland. Due to continued growth, we are seeking a Pre-Construction Engineer to support our tendering and pre-construction activities and help ensure projects are fully prepared prior to commencement on site.This role will work closely with senior management, commercial teams, and site operations and is ideal for an engineer looking to develop strong experience in tendering, planning, and early-stage project delivery.Key ResponsibilitiesTenderingPrepare high-quality tender submissions in line with client and contract requirementsDevelop construction methodologies, work sequencing, and logistics proposalsProduce tender programmes aligned with proposed methodologies and project constraintsProduce quality submissions, including technical narratives and supporting documentationAssist in identifying risks, constraints, and value-engineering opportunities at tender stageLiaise with internal teams, subcontractors, and suppliers to gather tender inputPre-ConstructionCoordinate and manage the submission of contractual documentation post-awardReview drawings, specifications, and contract documents to identify risks and requirementsPrepare and submit Health & Safety documentation, including Construction Stage Plans and project-specific H&S filesPrepare and submit Traffic Management (TM) plans and liaise with relevant approving authoritiesOrganise early-stage project documentation, permits, and approvalsCreate contract orders and assist with early commercial setupDevelop initial resource-loaded programmes for project commencementSupport structured handover to site and operations teams prior to constructionRequirements3–7 years' experience in civil engineering preferablyExperience in tendering, estimating, or pre-construction within an Irish contractor is preferable but not essentialDeep understanding of civil engineering works, including roads, drainage, utilities, and groundworksExperience with construction programming and planning tools (e.g. MS Project, Primavera, Asta – advantageous)Strong organisational, analytical, and communication skillsAbility to work on multiple tenders and projects concurrentlyDegree in Civil Engineering, Construction Management, or a related disciplineWhat We OfferCompetitive salary, depending on experienceCompany vehicle or vehicle allowance (role and experience dependent)Pension and benefits packageOpportunity to progress into a Senior Pre-Construction or Commercial roleExposure to a wide range of civil engineering and local authority projectsSupportive, professional, and growing company environmentHow to ApplyAll applications will be treated in the strictest confidence.Email CVs to: or apply via the platformJob Types: Full-time, PermanentPay: €50,000.00-€75,000.00 per yearBenefits:Bike to work schemeCompany carCompany eventsFree or subsidised travelOn-site parkingSick payWork Location: In person
