Role Summary:
We are seeking an experienced Legal Counsel to join our Governance and Procurement Department in Dublin 2.
The successful candidate will be responsible for leading the legal data exchange requirements of the EPBD project within the Technical Department, coordinating with external legal advisors on matters arising, and providing timely, high-quality legal advice to the organisation on the implementation of the EPBD Directive and statutory functions.
The ideal candidate will have a proven track record in managing a diverse case load, meeting deadlines, and possessing excellent report writing and communication skills.
Job Description
The Executive Legal Counsel will sit in the Governance and Procurement Department and report to Senior Legal Counsel. The role will lead on the legal data exchange, data protection law, and regulatory requirements in relation to the implementation of the Energy Performance of Buildings Directive (EPBD) into national law.
The successful candidate will be required to deal with and gain experience in other areas of law which impact the organisation, including drafting legislation, data protection, freedom of information law and practice, regulatory and administrative law.
This role is initially offered on a fixed-term contract.
Responsibilities
* Assist and support the organisation's Senior Legal Counsel with the timely management of varied legal case loads for the implementation of the EPBD project and BER scheme.
* Lead the data exchange requirements of the EPBD project within the Technical Department and coordinate with external legal advisors on matters arising.
* Provide timely, high-quality, and user-friendly legal, data protection, and regulatory advice to the organisation on the implementation of the EPBD Directive and statutory functions.
* Provide general data protection advice to the Data Protection Officer and Information Compliance Office.
* Oversight and coordination of data protection impact assessments, privacy notices, and RoPAs in relation to the EPBD project.
* Conduct legal research, analyse proposed legislation, and contribute to the development of legislative/reform proposals relevant to the EPBD Directive at national and European levels.
* Provide legal and data exchange advice on the organisation's functions and operations for the EPBD project and across the organisation generally.
* Identify and advise on legal and commercial risks and recommend mitigation strategies that align with SEAI's strategic objectives.
Required Skills and Qualifications
* Candidates must have been called to the Bar in the State and entered on the Roll of Practising Barristers maintained by the LSRA or have been admitted and currently enrolled as a solicitor in the State.
* Minimum of 4 years' directly relevant post-qualification experience as a solicitor or barrister or as in-house counsel.
* Evidence of detailed knowledge and understanding of GDPR and privacy law.
* Experience of advising on administrative and public law, regulatory law, commercial, or corporate law transactions.
* Demonstrated ability to understand and interpret complex and technical legislation.
* A proven track record managing a diverse case load and meeting deadlines.
* Proven experience of excellent report writing and high standard of general written and oral communication skills.
